Grant Coordinator

Job Summary

CARE seeks a Grants Coordinator for the USAID-funded Integrated Youth Activity (IYA) in Ethiopia. The Integrated Youth Activity (IYA) is anticipated to be a five-year, $60M cooperative agreement designed to empower youth to advance their own social, economic, and civic development. The program will allocate large number of sub-awards up to $30M to local organizations in Ethiopia. 

This position will be based in Addis Abeba, Ethiopia with frequent travel. The procurement is expected to be awarded in March 2021. This position is subject to project award and funding.

Primary Responsibilities:

·        Oversee the grants administration process for the potential recipients covering pre-award surveys, due diligence, implementation, budget expenditure analysis and reporting, periodic past performance evaluation and review, and close out.

·        Lead the Grants, Contracts and Budget Team composed of a Grants, Contracts and Budget Manager with 6 Grants, Contracts, and Budget Specialists in the implementation the grants administration.

·        Recommend and implement a financially prudent mechanism for determining a potential recipient’s capacity and managerial competence for the receipt of a grant.

·        Coordinate the development and implementation of an effective and appropriate capacity building activities for sub grantees, both international and local partners, related to grant management.

·        Ensure all grant program procedures are in compliance with applicable guidelines and regulations, especially in regard to all required USAID documentation, certifications, and forms in grant awards.

·        Contribute to the Program Implementing Unit’s analysis of the overall impact and effectiveness of grant activities in accomplishing USAID NPI program goals.

·        Work closely with project team and partners to ensure that data collection and reporting by sub grantees is in accordance with grant agreement requirements and the Performance Monitoring Plan (PMP).

·        Collaborate with the Finance team to manage the grant administration including financial planning, reporting and monitoring.

·        Ensure due diligence on all successful applicants with approved grants.

·        Oversee the development, implementation, evaluation and close-out of program- based grants.

·        Ensure strong grant monitoring, data gathering, compiling, and filing systems for the project-based grants activities.

·        Ensure that CARE’s PSEAH (Protection from Sexual Exploitation, Abuse and Harassment) policy, safety and security, and other applicable policies and procedures are applied to all aspects of grants programming.

Job Requirements

Qualifications:

  • Bachelor’s degree in accounting, financial management, business administration, or related field
  • Minimum of 6 years of relevant experience, with a minimum of 3 years’ experience managing grants for SAID-funded grants of comparable size with IYA.
  • Experience setting up administrative and financial systems for new projects and programs
  • Budget development/planning, data consolidation and budget monitoring
  • Basic skills in accounting. Strong skills in financial analysis and reporting.
  • Understanding of USAID single audit requirements, ability to audit sub-grantees
  • Problem solving and capacity building skills
  • Computer skills (Spread sheets, Word processing, Power Point, and the Internet).
  • Strong project management and organizational skills, and attention to detail.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Excellent analytical, communication, writing, editing, and presentation skills
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team, and with partner organizations.
  • Flexible, creative and solution-orientated approach.
  • Fluency in English (spoken and written) is required. 
  • Strong commitment to principles of Gender, Equity, and Inclusion, as evidenced in previous management positions and programming. Strong commitment to upholding CARE’s PSEAH policies.
  • Exercise responsible and ethical decision-making regarding company funds, resources, and conduct and adhere to CARE’s and USAID’s policies and procedures
  • Ability to travel within program areas of CARE Ethiopia as required and as security allows.
