Job Title: Malaria Case Management and External Quality Assessment (EQA) Advisor Seconded to FMOH
Number of Position: One
Duty Station: Federal Ministry of Health, Addis Ababa with frequent filed travels
Duration of Employment: One year with possible extension
Reports to: FMOH’s Malaria Program Team Leader & ICAP’s MDTA Deputy Chief of Party
Overall job function:
Under the President’s Malaria Initiatives (PMI) funded Malaria Diagnosis and Treatment Activity (MDTA) and seconded to the Federal Ministry of Health (FMOH), provides comprehensive support on malaria case management services including strengthening malaria diagnosis and external quality assessment (EQA) program expansion to Regional Health Bureaus (RHBs), Regional Reference Laboratories (RRLs)/Public Health Institutes (PHIs) and health facilities. Reporting to the FMOH’s Malaria Program Team Leader & ICAP’s MDTA Deputy Chief of Party, the Malaria Case Management and EQA Advisor is responsible for overseeing, coordinating and play vital role in the strengthening malaria case management activities at health facilities including expansion of malaria laboratory EQA scheme to improve quality of malaria laboratory diagnosis and treatment services across the country
Major responsibilities
- Provide technical and strategic support to FMOH, Ethiopian Public Health Institute (EPHI), RHBs, and RRLs/PHIs in malaria laboratory diagnosis and treatment and EQA program related activities
- Provide technical support for the review of different guidelines, manuals, training materials, provider support tools, and monitoring and evaluation tools to improve malaria treatment and diagnosis services including EQA program
- Provide technical support for the development/review of mentorship, supervision, clinical and laboratory audit and quality assurance tools and procedures to improve quality of diagnosis and treatment
- Provide technical support to the strengthening of the national and establishment of regional malaria slide banks
- Provide technical support for planning and implementation of regional malaria case management and EQA activities
- Play a catalytic role in liaising the MOH and EPHI for effective coordination and synergy in malaria EQA program implementation
- Support the coordination of malaria diagnosis and case management in-service and pre-service trainings
- Review skill gaps in diagnosis and treatment of malaria at health facilities and propose recommendations for addressing the identified gaps
- Participate in organization and delivery of in-service trainings on malaria case management
- Participate in development of operational and strategic plans and concept note/proposal for resource mobilization for malaria case management
- Coordinate baseline and follow up assessment of malaria case management activities
- Participate in the design and implementation of operational research activities
- Prepare monthly, quarterly and annual plans and activity reports
- Perform other duties and responsibilities as assigned by immediate supervisor
Job Requirements
- MD + MSc in laboratory science/microbiology or MD with laboratory background with a minimum of two years of experience
- Demonstrated experience in malaria case management and monitoring program management and bench works.
- Demonstrated experience in development and review of guidelines, manuals, training materials, different tools, etc
- Demonstrated experience in team leadership and management
- Demonstrated experience in conducting trainings, supervisions, and mentorship
- Ability to establish and maintain effective working relationships with subordinates, associates, other department directors, managers and external stakeholders
- Leadership skills including strategic thinking, decision-making, oral and written communications, ability to motivate and collaborate with others to achieve team goals
- Fluency in English (reading, writing and presentation skills).
- Ability to perform multiple tasks simultaneously
- Computer skills (Windows, Word, Power point, Spread sheet, etc)
Travel Requirements
Approximately 40% travel to supported regions
