Job Description

Job Purpose 

The overall purpose of the job is to provide technical support at filed level and coordinate IFAL, skill training and Yong and adolescent girls Self Help group activities of the 5-year Leave No Girl Behind (LNGB) which is, funded by DFID. Other responsibilities include ensuring that robust monitoring and evaluation (M&E) information is used to inform quality programming. Technical support is to be provided to all other sectors in relation to education activities and improving the livelihoods of project beneficiaries.

Main duties & Responsibilities:

Project Implantation:

  • Plan & monitor for effective implementation of ABE & IFAL classes for target girls
  • Establish/ strengthen girls school clubs so that girls can improve their school engagement
  • Ensure that target girls are fully engage in school activities through girls clubs & other co-curricular activities so that they improve their learning & outcome
  • Ensure for the smooth running of Integrated Functional Adult Literacy (IFAL) Program and coordinate with Kebele and woreda level IFAL technical committee and seek for technical support.
  • Coordinate Identification of out of school girls & girls at risk of out of school
  • Support the MEAL officer in timely collection of data on girls’ related with education; 
  • Closely work with & coordinate target Woreda & zone education offices and target schools for smooth implementation of the project
  • Closely follow the School WASH activities of the target schools and learning centers 
  • Closely work with target TVET collages so that target adolescent girls have got short term trainings
  • Ensure that Self Help Groups are effectively functioning and provide technical support for their development
  • Ensures that activities related with education are being implemented properly in the field;
  • Conducts regular supportive supervision to schools to ensure that the project is running smoothly;

Material development and revision 

  • Coordinate all training material development and revision processes.
  • Ensure the quality and timeliness of all materials development
  • Support the development of the content of all the project training and workshop
  • Develop manuals, guidelines, toolkits and handouts necessary for trainings and project implementation.
  • Develop monitoring and evaluation tools/instruments related to teaching & learning
  • Liaises and maintains professional relationship with educational institutes and experts cooperating on the project
  • Prepares training and observations checklists, formats, aids, manuals and hand-outs for all project trainings and workshops

Monitoring, quality management and coordination of project events, trainings and workshops

  • Participates in need identification of further teachers trainings and/or revises the existing training procedures and techniques
  • Plans, organizes and conducts project trainings, workshops and monitoring and evaluation with desirable quality and standard in cooperation with other team members
  • Ensure the quality of trainings and workshops at all levels
  • Conducts follow-ups, monitoring and evaluations in schools involved in the project
  • Organize, reports and archives the information from monitoring and evaluation in a meaningful and systematic manner
  • Prepare good quality training and observation reports regularly
  • Prepares periodic reports related to the project
  • Properly documents, data and records including trainings and other capacity building performance and best practices of the project  

Cooperation, relationship and team management

  • Continuously informs the project manager & Program coordinators about progresses in the project implementation, prepare overall weekly reports and provides it as per the standard reporting format and schedule  
  • Provide periodic supervision and feedback to ABE & IFAL programs 
  • Provide periodic supervision and feedback to skill trainings and SHG activities 
  • Maintain good personal relationship with the team
  • Follow up attendances of teacher & students 
  • Work with and coordinates the ABE & IFAL facilitators, Woreda & zone education officials & experts and consultants 
  • Closely cooperates with the project manager and the education team members in any undertakings within the project.
  • Prompt provision of all relevant information to education team members and other internal and external stakeholders. 

Networking                                         

  • Represent (or coordinate representation of) Concern at district education meetings, while coordinating with NGOs and other organizations to ensure Concern’s work is linked into the bigger national picture;
  • Work closely with formal schools, IFAL technical committee, TVETs so that the project get the necessary technical support for such institution and committees 
  • Work cooperatively with other component coordinators to plan education services integrated with health, livelihood, nutrition, parent involvement, and social services;
  • Link with the government at the district level to ensure that programming is jointly planned and that the sustainability of the interventions is maximized;

Programme Planning Monitoring & Evaluation (M&E)

  • Coordinate and work with MEL officer on data collection at classroom and community level
  • Support in strengthen the monitoring and evaluation systems for the Education Programme;
  • Ensure that project data are kept and document properly at each kebele and learning centers and used for programme learning and revision, where applicable;
  • Ensure effective monitoring and evaluation is in line with Concern policies, and uses standard and approved tools to measure impact and ensure efficiency against programme indicators;
  • Support the team and partners to analyze data collected and to use the information to inform programming;
  • Ensure M&E is incorporated into all education programme plans;
  • Support the development of downward accountability mechanisms as an integrated part of the planning and evaluation cycles

Coordination with other sectors

  • Provide technical assistance and advise to the project area; and Programme Coordinators on issues of education, particularly for girls’ education and non-formal education activities including Life Skills and ASRH Ensure work related to addressing School Related Gender Based Violence is implemented in a holistic manner, in collaboration with Health team (particularly related to PHU support), and wider integrated program and other actors.
  • Ensure that the following development and cross cutting approaches are incorporated into targeting and programme implementation:
  • How Concern Understands Extreme Poverty (HCUEP) especially equality and risk (including HIV&AIDS) and DRR;

Safeguarding:

  • Raise awareness on the Code of Conduct and associated policies (namely the Programme Participant Protection Policy, Child Safeguarding Policy and Anti-Trafficking in Persons Policy).
  • Be aware of and support individuals who wish to make a complaint and signpost them to the appropriate complaints mechanisms.
  • Ensure access to an up to date directory of services and referral mapping within the local area.
  • Liaise with the Safeguarding Office for guidance and support.
  • This role description may change as safeguarding evolves within Concern.

Other

  • Ensure team members/partners are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability. Contribute to the implementation of these policies.
  • Perform any other duties as requested by the Education Program Coordinator

Job Requirements

Person Specification:

Essential:

  • BA/BSc in education, development studies/economics, rural development, social science and other related discipline with a combination of relevant experiences
  • Minimum five years’ experience working overseas in education, women economic empowerment ,TVET and livelihood related development programs
  • Experience in linking education promotion with livelihood development through local institutions
  • Experience in results based management and M&E (including quantitative and qualitative methodologies, Base line/Conceptual analysis etc.)
  • Technical understanding related to girls’ education and interventions, including SRGBV;
  • Experience on DFID projects management
  • Experience of coaching, training and building the capacity of staff
  • Experience in budget management
  • Empathy with Concern’s vision, mission, goal and objectives and commitment to capacity building, protection and participation.

  • Experience working in development programs in a project manager role
