Position: Relief Branch Manager

 About the Organization:

 Vision Fund Micro Finance Institution (S.C) is an Institution established according to proclamation No. 40/96 to provide financial services to the productive poor in the rural and urban areas of Ethiopia. Vision Fund is currently operating in four of the Regional States of the country.

Vision Fund MFI is currently looking for candidates for Relief Branch Manager for Vision Fund Micro Finance Institution Branch Offices. The successful candidates will have skills and experience that meet the following requirements:

 1.  SPECIFIC DUTIES AND RESPONSIBILITIES

 Planning, Implementation, Monitoring and Evaluation

  • Plans, organizes, coordinates and controls Branch Office operational activities and personnel of the Branch Office;
  • Prepares an action plan to be practiced throughout the year with regards to the credit to be extended to clients and their deposits;
  • Participates in the plan preparation of the Company;
  • Manages and controls financial resources i.e., loan disbursement, saving loan collection etc., according to policies and procedures of VF MFI;
  • Provides micro financing services such as loan, deposit and insurance service to the rural community;
  • Ensures the activities related to saving, credit, etc. are performed as per VF MFI’s policies & procedures;
  • Ensures healthiness of loan portfolio through continuous monitoring and attending on all center meetings as necessary;
  • Provides efficient service to the client by coordinating the efforts of all branch personnel;
  • Ensures that loans in arrears are repaid and defaulters are served with reminders;
  • Passes long overdue loans for legal action;
  • Follows-up loan cases transferred to Legal Services;
  • Approves withdrawal payments from the accounts of customers;
  • Approves all financial payments including payroll payments and petty cash according to financial policies and procedures;
  • Ensures safety and proper filing of all financial and operational documents of the Branch Office;
  • Provides efficient service to the clients by coordinating the efforts of all Branch Office personnel;
  • Ensures that the audit activity is being carried out timely and the Branch Office take corrective measures accordingly;
  • Ensures that all the financial records of the Branch are done as required;
  • Certifies that assets of the Branch are insured (as required), recorded and utilized properly;
  • Checks and authorizes all the transactions of the Branch and ensures that it complies with the established policies and procedures and level of delegation;
  • Ensures that activities related to savings, credit and insurance service are handled properly;
  • Reviews staff reports and investigates problems encountered in operations and acts on it immediately;
  • Reports any deficiency of the staff to the Area Office on time, and follows up their implementation, which may require any disciplinary measure;
  • Ensures that all properties of the Branch are under safe custody;
  • Ensures that there is no corruption or malpractices in the provision of loans to clients;
  • Ensures that the performances of the Branch are in perfect harmony with other functional units of the government in the Zone/Woreda where the Branch operates;
  • Handles all correspondences of the Branch Office.

 Staff Management

  • Manages and supervises, leads, guides and supports the staff of the Branch Office;
  • Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals of staff reporting to him/her; 
  • Maintains sound employee administration of the Branch Office for better output with major emphasis to motivation, training and improving performance.

 Coordination, Learning and Reporting

  • Coordinates and collaborates with all concerned government and non-government organs regarding the Branch Office;
  • Establishes and maintains formal and informal communication mechanisms with government, community partners, donors and other stakeholders;
  • Keeps up to date with developments in the micro and small-scale businesses, including best practice examples in-country and internationally, and ensures ongoing personal development and learning;
  • Participates in the documentation and dissemination of lessons learned;
  • Ensures that reports are prepared and submitted to the concerned-on time and in a professional manner;
  • Prepares periodic progress reports of the Branch Office and submits to the Area Office Manager.

Job Requirements

BA Degree/Diploma in Accounting/Management /Banking & Finance/Marketing/Rural development/ Cooperative / Agricultural Economics or relevant social science & minimum 4/6 years experience for in relevant positions out of which one year in a supervisory position of credit & deposit taking operation

  • motor bicycle driving skill and License is advantageous
  • computer skill (spread sheet)
  • Good command of written & oral English skill is advantageous.

Term of employment: Permanent

Salary: As per the Institution salary scale
