Position Title: Project Assistant – Reintegration / RF

Background

Under the overall supervision of the IOM-SLO Addis Ababa Chief of Mission and Program Coordinator of the EU-IOM Joint Initiative and direct supervision of the National Reintegration Officer, the incumbent will be responsible for supporting the program team in profiling and providing the most feasible reintegration assistance to vulnerable migrants assisted under the program and follow up on their reintegration. He/she will:

Core Functions / Responsibilities:

The successful candidate will specifically undertake:

  • Assist the Program coordinator and the RF team in organizing, coordinating, and implementing of RF project activities, particularly on the reintegration of returnees.
  • Participate in the design and implementation of a common Case File Management System on the reintegration of returnees.
  • Liaise and coordinate with regional, zonal and district /woreda level government stakeholders throughout the implementation of RF project
  • Assist the RF team conduct vulnerability assessment of returnees based on the criteria set.
  • Assist returnees fill in Returnees Reintegration Plan (RRP) for group or individual reintegration assistance and monitor the appropriate support is provided to returnees based on their needs.
  • With guidance from the Reintegration Officer and the Program Coordinator, update reintegration procedures, forms and database.
  • Assist the program coordinator and reintegration officer implement the project and promote the programmer’s visibility and overall return and reintegration activities in Ethiopia. Liaise with local implementing partners in the delivery of socio-economic reintegration assistance to the beneficiaries.
  • Together with the Reintegration Officer, identify possible market and employment opportunities at grassroot level suitable for returnees.
  • Assist in the procurement and delivery of reintegration support packages, plan payments to service providers and vendors and monitor the quality of the goods and services provided. 
  • Verify compliance of Returnee data/profile information including area of return of all assisted returnees ensuring cleanliness and accuracy of information and data collected on all supported returnee before entry in to database.
  • Assist in the tracing and reunification with families of vulnerable returnee cases and unaccompanied migrant children (UMC).
  • Assist in the monitoring of returnees reintegrating activities, coordination with local government and civil society as well as assist in facilitating the reintegration capacity building training to government officials, CSO, NGOs and other implementing partners.
  • Assist in the organization and delivering of the necessary trainings for government and non-government stakeholders as well as returnees.
  • Conduct field visit to monitor the progress of the project, keep track of project activities and ensure that all relevant documentation is in place.
  • Draft regular implementation progress reports and related communication products in regard to the reintegration in close consultation with the Reintegration Officer
  • Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience

Education

University degree preferably in Social Sciences, development, economics or international relations, or alternatively, with a combination of relevant training and experience in similar programs.

Experience

  • Five years professional experience in implementation and/or monitoring of psycho-social or socio-economic development-oriented assistance programs for vulnerable groups with a Government or a non-government or international organization is required.
  • Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations, civil society or private sector entities.
  • Experience in the area of migration, refugees and reintegration of migrants and victims of trafficking.
  • Excellent communication, inter-personal and negotiation skills.
  • Personal commitment, drive for results, flexibility, and ability to work effectively and harmoniously with colleagues from various cultures and professional background.
  • Ability to work under stressful working conditions such as tight timelines and managing large group of beneficiaries.
  • Strong analytical, organizational and reporting skills. Good level of computer literacy; proficient in Microsoft Windows and MS Office applications.

Languages

  • Thorough knowledge of Amharic and English languages.
  • Knowledge of other local languages is advantageous.
