Job Purpose
The overall purpose of the job is to assist the education project manager during the implementation of a 5-year Leave No Girl Behind (LNGB) project at district level, funded by DFID. The Senior Project Officer will as such be the link and contact between the Project Manager and the Field Supervisors and Facilitators. The project will require close implementation, monitoring and evaluation; and this position will provide the required depth of work at the field level. Other responsibilities include ensuring that robust monitoring and evaluation (M&E) information is used to inform quality programming. Technical support is to be provided to all other sectors in relation to education activities and improving the livelihoods of project beneficiaries.
Main duties & Responsibilities:
General Responsibilities
- Promote equality, especially gender across the project, in line with Concern’s Equality Policy and, ensure targeting and
- Project implementation is informed by how Concern Understands Extreme Poverty (HCUEP).
- Work together with the project manager in order to ensure links between Concern projects and at local and district level.
- Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organization, guided by organizational policies and Concern’s Code of Conduct.
Specific Responsibilities
Human Resource Management:
- In consultation with the project manager identifying training needs for staff and provide (or coordinate) the training necessary for the delivery of a high quality education program.
- Support staff with regular visits to the field to complement the information garnered through reports and discussions.
program Management:
- Coordinate the implementation of IFAL program as per the project proposal, and budget secured in collaboration with the government stakeholders
- Coordinate and lead community level awareness creations on girls education, create strong partnership with community representatives and key stakeholders at grass root level to reach out highly marginalized girls
- Coordinate SHGs are running as per the plan and coordinate with the relevant government offices
- Coordinate the effective implementation of construction of learning centers, latrines and other structures in collaboration with WASH department
- Ensure that short term trainings are being effectively provided by partner TVET collages
- Co-ordinate and manage project staff and conduct PDR of each staff under supervision
- support the Project manager in developing plans and implement teacher training initiatives, particularly around the needs of out of school girls, adult literacy and TVET;
- Support the project manager basing in Kombolcha in coordinating with TVET institutions on short term training revision/development as per market driven income generating scheme
- Ensure that issues of gender, equality, safe learning (with a focus on school-related-gender-based-violence), accountability, risk and vulnerability are addressed and monitored;
- Ensure project field teams have strong community facilitation and coaching skills, and have a good understanding of participatory and child centered learning methodologies;
- Support the project Manager in budgeting (submission of budget revisions), expenditure tracking and all aspects of financial management of the program;
- Participate in all budget planning, projections, monitoring and financial reporting exercises with regular liaison with the Country Financial Controller
- Produce high quality filed level reports
Networking:
- In consultation with the project manager represent (or coordinate representation of) Concern at district education meetings, while coordinating with NGOs and other organizations to ensure Concern’s work is linked into the bigger national picture;
- Work closely with formal schools, IFAL technical committee so that the project get the necessary technical support for such institution and committees
- Work cooperatively with other component coordinators to plan education services integrated with health, livelihood, nutrition, parent involvement, and social services;
- Link with the government at the district level to ensure that programming is jointly planned and that the sustainability of the interventions is maximized;
program Planning Monitoring & Evaluation (M&E):
- Coordinate and work with MEL officer on data collection at classroom and community level
- Assist in strengthen the monitoring and evaluation systems for the Education program;
- Ensure that project data are kept and documented properly at each kebele and learning centers and used for program learning and revision, where applicable;
- Ensure effective monitoring and evaluation is in line with Concern policies, and uses standard and approved tools to measure impact and ensure efficiency against program indicators;
- Support the team and partners to analyst data collected and to use the information to inform programming;
- Ensure M&E is incorporated into all education program plans;
- Assist the development of downward accountability mechanisms as an integrated part of the planning and evaluation cycles.
Coordination with other sectors:
- Provide technical assistance and advise to the project area; and program Coordinators on issues of education, particularly for girls’ education and non-formal education activities including Life Skills and ASRH Ensure work related to addressing School Related Gender Based Violence is implemented in a holistic manner, in collaboration with Health team (particularly related to PHU support), and wider integrated program and other actors.
- Ensure that the following development and cross cutting approaches are incorporated into targeting and program implementation:
- How Concern Understands Extreme Poverty (HCUEP) especially equality and risk (including HIV&AIDS) and DRR;
Safeguarding:
- Raise awareness on the Code of Conduct and associated policies (namely the program Participant Protection Policy, Child Safeguarding Policy and Anti-Trafficking in Persons Policy).
- Be aware of and support individuals who wish to make a complaint and signpost them to the appropriate complaints mechanisms.
- Ensure access to an up to date directory of services and referral mapping within the local area.
- Liaise with the Safeguarding Office for guidance and support.
- This role description may change as safeguarding evolves within Concern.
Other
- Ensure team members/partners are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability. Contribute to the implementation of these policies.

Job Requirements
Person specification:
Essential:
- BA/BSc in education, development studies/economics, rural development, social science and other related discipline with a combination of relevant experiences
- Minimum three years’ experience in education, women economic empowerment and livelihood related development programs
- Experience of coaching, training and building the capacity of staff
- Experience in linking education promotion with livelihood development through local institutions
- Technical understanding related to girls’ education and interventions, including SRGBV;
- Empathy with Concern’s vision, mission, goal and objectives and commitment to capacity building, protection and participation.
