The USAID Eliminate TB Project is a five-year USAID-funded project with the goal of reducing TB incidence and mortality by improving the quality, access, utilization, and sustainability of TB services in Ethiopia. This project builds on the work of previous USAID activities (Challenge TB, HEAL TB, TB Care, and others) that have been supporting the National Tuberculosis and Leprosy Program (NTLP) to achieve the Millennium Development Goals (MDG) and STOP TB milestones. The Project support focuses on improving access and utilization to quality and patient-centred comprehensive TB services.

OVERALL RESPONSIBILITIES:
The e-Health Specialist will primarily facilitate the implementation of the electronic health information technology (e-Health) in USAID Eliminate TB project regions. H/She will work in coordination with Monitoring and Evaluation and Research team, MDR TB advisors, Laboratory team, NTLP, Ethiopian Public Health Institute (EPHI) and MSH IT unit to improve electronic data collection and reporting, improve the communication between health facilities and laboratories to facilitate the timely sample collection, transportation, testing and result delivery, improve the PMDT tracker, DHIS2, e-CHIS and etc.
SPECIFIC RESPONSIBLITIES:
- Monitor the quarterly Standard of care (e-SOC) data entry and use using the dashboard.
- Work closely on the scale up of electronic community based information system (e-CHIS) to improve the referral of presumed TB cases from the community to health facilities
- Engaged actively in the establishment and scale up of the PMDT tracker application to improve the recording and reporting of MDR-TB data, and also linking with DHIS 2.
- Assist the digitalization of baseline data collections, surveys, periodic assessments, data base for the Eliminated TB study.
- Support the GX-Alert connectivity and linking with DHIS2.
- Support in the scale up and improvement of the DHIS2 application.
- Assist interactive web site of center of excellences such as ALERT center and eLearning portal, and assist video conferencing based TB blended learning trainings.
- Support a video conferencing based Telemedicine of MDR-TB Patients case consultation.
- Design and apply other electronic data collection, data entry and creation of the dash-boards for the project.
- Perform a systematic review of existing digital health solutions and coordinate for project intervention and scale up; eg. eSpecimen referral system to facilitate sample transportation & result delivery.
- Develop electronic tools and a database for routine project activities including assessment and supportive supervisions.
- Perform other duties as assigned by the supervisor which is in line with the position.
Job Requirements
QUALIFICATIONS
- BSc in Health Information Technology, Information Systems, Computer Science and/or related fields with
- 4+ years’ of relevant experience
- Experience of using or supporting e-Health , Internet & Web and Video conferencing technologies (POLYCOM, Wordpress ,…), database management (Preferably DHIS 2 ,My Sql , MS SQL ) and software development related to health required.
- Knowledge of Windows Server OS , Web based application , Programming skill (C# , Java , .net ), Computer networking (LAN , VPN & WAN)
- Relevant work experience and knowledge in computer repair and troubleshooting required.
- Demonstrated excellent interpersonal skills and ability to work in a team environment
- Excellent organizing and prioritizing skills, and attention to detail.
- Previous USAID or other USG funded project experience is preferred.
- Fluency in English and Amharic required.
- Experience working in Ethiopian Health system is a plus.
- Willingness to travel to regions of Ethiopia
KNOWLEDGE AND SKILLS
- Knowledge of Windows Server administration, active directory and group policy;
- Knowledge of server hardware and software installation as well as server and client device virtualization’
- Knowledge of router and network device configuration
- Knowledge of administrative and clerical procedures
- Knowledge and Experience in database management and software development related to health;
- Good Experience in developing, managing and building capacity of health care workers on the use of digital technologies is an advantage;
- Previous experience in the management of electronic tools including eSpecimen referral system, videoconferencing infrastructure, electronic patient registers and mobile health applications is an advantage;
- Logical and flexible approach to solving problems, especially when working under pressure
- Verbal and written language skills in English required.
- Experience with Google Apps and SQL Server database administration a plus
- Extensive Windows, Mac and iOS or Android experience and familiarity with computer networking, TCP/IP;
- Familiarity with enterprise antivirus and antispam solutions
- Up to date knowledge of disaster recovery best practices
