About Action Against Hunger
Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water, sanitation and hygiene, and food security and livelihood. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $50 million in programs, and approximately 1,700 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Health, Food Security and Livelihoods, WASH, MHPSS, Gender and Protection, are integrated to have a meaningful impact on people’s resilience. We operate in 5 different regions with a portfolio of USD20 million of emergency and resilience building programs, research and innovation. Our country team has over 600 national staff working out of 17 field offices across Ethiopia. Our main donors in Ethiopia are BHA/USAID, BPRM, ECHO, Europaid, UNHCR, UNICEF, SIDA, GFFO, EHF, WFP and others.
Summary of Position
The position holder will pro-actively coordinates the implementation of planned activities within a dynamic environment of shifting priorities while maintaining communications with the Program Director, Field Coordinators, and effective teamwork with other staff.
The humanitarian portfolio currently includes emergency health and nutrition, water, sanitation and hygiene (WASH), cash and voucher assistance, emergency food security and livelihoods, Protection, Gender, and MHPSS with an average operating budget of US15m for the 2021 fiscal year.
This position reports to the Program Director and will directly manage the Emergency Preparedness and Response Manager and the Humanitarian Analyst.
Purpose
To oversee the implementation of Action Against Hunger’s humanitarian program envelope in Ethiopia and to ensure that the Action Against Hunger country team and its partners are able to respond in a timely and professionally competent manner.
Engagement
The HPC will collaborate closely with the Program Director, Field Coordinators, and Head of Departments. Externally, s/he will cultivate and maintain excellent relationships with UN OCHA, partners, and other INGOs in Ethiopia. This position has 50% of the travel time to the field.
Delivery
HPC will Prepare Detailed Implementation Plan for the execution of activities in order to achieve the set objectives and manage all reports consistently.
II. Essential job duties
Humanitarian Program Strategy (10%)
- Assist the Program Director and the Country Director in developing the humanitarian program strategy, a key program pillar of the overall Country Strategy
- To provide active leadership within the Ethiopia country program to promote and support all aspects of preparedness planning, early action, and implementation
- To promote learning and knowledge management within the country program through the dissemination of up-to-date thinking on humanitarian issues, in particular emergency preparedness, response, and good practice.
Program Management (10%)
- The HPC ensures that the programs are implemented in a cost-effective, consultative, participative, and gender-sensitive way and ensuring Gender mainstreaming in the humanitarian program
- Work with the Field Coordinators and all Heads of Department to start up all-new humanitarian projects including the development of BFU, Procurement, Detailed Implementation, and MEAL plans (Including APRs)
- Support Field Coordinators and all Heads of Department with the recruitment of new field-based staff (only when the process is launched through the Capital Office)
- Represent Action Against Hunger in the OCHA Access Working Group and liaise with other humanitarian managers
Coordination of Program Implementation (60%)
- Lead the analysis and make real-time corrective decisions and actions for all humanitarian projects during the monthly capital BFU meetings (in a consultative manner)
- Travel to the field 50% of the time to oversee the implementation and progress of all humanitarian projects, organize field-based BFU and PFU meetings, and in general assist field staff in monitoring their program budgets and work plans to ensure programs will achieve the results anticipated within the resources and time allocated
- Monitor program deliverables and outputs to ensure compliance with grant obligations.
- Keep close coordination with key stakeholders e.g. government authorities, donors, and civil society organizations
- Coordinate with the Program Director, the finance and GMR departments on the NCE and CE requests
Program Quality (10%)
- Ensure that the AAH humanitarian program in Ethiopia adheres to the AAH standards and quality as well as relevant international policies and minimum standards including SPHERE Standards and the Code of Conduct for Red Cross and Red Crescent Movement and NGOs in disaster response
- To ensure that protection needs are analyzed and addressed appropriately in all programs
- Ensuring appropriate technical assistance is provided to field teams in a timely and professional manner
- Share findings and observations with the Technical Heads of Departments and agree on corrective actions
Staff Management (10%)
- Work on the job objectives, onboarding, and conduct Performance Appraisals of the direct reports
- Coach and mentor line managed staff

Physical Demands
- While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel, and Environment

Job Requirements
Required Qualifications and Professional Experience
- Master’s degree in management, international development, public administration business science, social science, or other relevant area or equivalent professional experience
- Five years’ experience with an excellent professional track record with at least three years of NGO project management experience
- Experience in managing or leading humanitarian response program e.g. emergency Health and Nutrition, WASH, Early Recovery, C&V Assistance, Disaster Risk Reduction, and Emergency Response, Food Security and Livelihood
Required Skills & Competencies
- Experience or familiarity with the requirement of institutional donors e.g. ECHO, SIDA, BHA/OFDA, BPRM, UNHCR, UNICEF, WFP, GFFO, etc.
- Ability to guarantee effective and timely outputs
- Highly developed budget monitoring and management skills
- Strong commitment to supporting/develop the capacity of national staff and developing the second layer of leadership
- Proven management ability and inter-personal skills -team player
- Problem-solving and leadership skills
- Proficiency in most common computer software including word processing, spreadsheets
- Ability to deal with difficult, often frustrating work situations
- A willingness to live and work in an insecure environment with movement restrictions
