About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.
Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are: BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA and others.
Summary of position
The Field Coordinator will provide strategic and operational leadership to overall technical and programmatic quality in intervention, compliance with donor rules and regulations, and the timely submission of all deliverables, including detailed implementation plan, monitoring plan, and report. He/she will be responsible for budget management, reporting, and management of the team, implementing the project, and the overall management of the security at field and regional level,
Purpose
Under the direct supervision of the Country Director and with the support of the Technical Advisers in the Capital Office the Field Coordinator will be responsible for overall management of the programs and support activities of the Mekelle Base, effective implementation of the project including, reporting budget, project monitoring, and evaluation. She/He responsible for the security of the base and Continuous strategic analysis of the security and humanitarian context in Mekelle
Engagement:
The Field Coordinator will work closely with other departments in the base and capital teams internally.
Externally, build relationship with other organizations UN, NGOs at field and regional level, local government officials and community leaders in the program implementation area.
Delivery:
The Field Coordinator will support the timely tasks delivery with attention to the quality as per SOPs. Organize project execution consistent with program objectives engaging counterparts and building reputation for quality design and reliable delivery in line with donor rules, regulations and standards.
Essential Job Duties
Objective 1: Overall management of the programs and support activities of the Mekelle Base
Programme development
- With the support of the local PMs and the Technical Advisers in AA, participate and contribute to the development of new projects including feasibility, draft of concept notes and LFA (TAs in AA are in charge of proposal writing eventually)
- Support the PM in implementing a sound monitoring system (PMs are responsible for the monitoring of their project with the technical support of the TAs)
Projects Management and supervision
- Manage the PMs of the base;
- Support PMs in human resource and general management issues, budget follow-up and forecast, partner relations, external and internal communication;
- Coordinate closely with the Country finance, HR and logistics Managers ensuring good lines of communication between supports and program departments;
- Support the PMs to ensure that sound budget management practices are followed and all reporting practices are in line with donor requirements; review practices on a regular basis;
- Support the PMs to ensure that each project is carried on schedule and according to approved internal plans, proposals and other contracts with donors and third parties;
- Support the PMs in the preparation of reports to donors and HQ ensuring implementation and adherence to the internal validation process;
- Liaise with AA to ensure the sound follow-up of the technical quality of the projects by the relevant technical advisors;
- Liaise with AA to mobilize the resources of headquarters to organize support missions according to the needs expressed by the PMs;
- Support operationally the teams in achieving the set objectives
- Make sure there is a regular coordination meeting in order to guarantee the good coordination between support and program departments
- Ensure logistics, HR and administrative reports from Log base and HR/Finance Base are sent to Capital on time;
- Supervise implementation of logistics and administrative procedures for the base and channel from/to capital logistics, finance and HR;
- Supervise and ensure coherence and efficiency of base logistics and administration
- HUMAN RESOURCES: Participates in the recruitment of new staffs and their induction. Performs annual evaluation for staffs under direct line management. Make sure an annual training plan is followed up.
- HR: Anticipate and assess the human resources needs of programs under the base and participate in workforce planning.
- HR: Conduct regular monthly assessment of the cost of leaving in the region and report to the capital HR;
- HR: oversees the management of employees’ benefits, and payroll as well as the maintenance and protection of employee records at the region.
- HR: In collaboration with the Country HR Manager ensure that ACF’s Internal Regulation, Convention on social Benefits and working conditions and other policies are properly implemented and adhered to at all times.
- LOGISTICS: Make sure all projects have a Supply Plan that is checked before to proceed with purchases and orders. Make sure the Supply plan is respected or updated according to the need. Alert the Country Logistics Manager when the means are not fitting need (cars, telecoms etc.)
Objective 2: Overall management of the security of the Mekelle base.
- Directly manage security incidents and reporting in Mekelle under the supervision of Country logistics manager / Country director;
- Be the focal point for security management in Mekelle, supervising the Base Logistician;
- Validate field movement planning according to security plan
- Be the focal point for staff evacuation
- Take the lead and direct action for security management/ incident management in Mekelle in case of breakdown of chain of command
Objective 3: Continuous strategic analysis of the security and humanitarian context in Mekelle
- Analyse the regional security context using all available sources
- Alert Country Logistics manager and Country Director pro-actively on imminent risks and threats and suggest plan of action/ impact on operations in the base
- Advise the DCD/P and program departments in strategic programming with regards to impact of security on program activities
- Maintain and develop networks and sources for security context analysis
- Prepare monthly Mekelle security situation reports (meteo) compiling the base input from Base Logistician;
- Analyse the regional humanitarian context using all available sources in collaboration with Program Departments and contribute to timely alerting on humanitarian emergencies
- Contribute to the humanitarian context section of the mission Sitrep for Mekelle, with the country management team in Addis
- Participates in the updates of the local security plan
Objective 4: Representation of ACF and liaison with Regional authorities in Mekelle , UN, NGOs at field and regional level
- Participate in humanitarian coordination meetings at field level and at regional level, the latter in rotation with the country management team in Addis
- Participate in the organisation and ensure successful donors field visit in collaboration with Country Director / DCD/P
- Lead negotiations and represent ACF with the following authorities BOFED, DPPB, ENCU, RWB, RHB especially for project agreement, extension, etc.
- Collaborate with the PM and Liaison Advisor in Addis in order to ensure timely production and submission of reports to local authorities at field level
- Monitor and supervise the general management of partnership relations; ensure smooth and fruitful communication with partners and all relevant actors; ensure support and assistance is available to partners in line with needs and requests;
Objective 5: Reporting and communication
- Review and validate the monthly base coordination meeting report and send it to Addis in a timely manner;
- Provide regular updates and reports to the Country director;
- Ensure good internal communication practices are in place (team meetings, reporting procedures…);
- Ensure the field team is closely informed about the country situation, social and political environment, evolution of the context and other relevant and non confidential internal development;
- Ensure coordination between PMs in order to develop experience sharing, documentation and application of lessons learnt.

- Authority reports (depending on nature either directly or in collaboration with Program and Liaison department)
- Stakeholder reports/ documentation (depending on nature either directly or in collaboration with Program and Liaison department)
- Supervising the timely production internal reports (Log, Admin, Finance HR, PMs)
Supervisory Responsibilities
- Directly line manage Logistics, Finance and HR base and PMs
- Ensure positive team spirit and intervene/ mediate in case of disputes
- Ensure regular and timely appraisals
- Ensure proper break planning and gap coverage

Physical Demands
- While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment

Job Requirements
Required Qualifications and Professional Experience(Education / specific degree / special skills):
- At least Five years of field experiences in operational management of humanitarian-development programs
- A proven track record on project management on one of the following topic (WASH, FS, Nutrition) or a proven track record of support management of humanitarian-development project (Admin, Log, HR, Finance).
- Excellent capacity of strategic humanitarian context analysis
- Proven record of security and base management in development and post-crisis settings
- Strong management skills and leadership, pro-activity
- Strong communication, networking and representation
- Basic knowledge of ACF programs and procedures is advantageous
- Good team worker, facilitator and mediator
Education:
- Bachelor's degree in humanitarian related fields
Language :
- Fluency written and spoken in English required
- Knowledge of the local language Tigrigna advantageous
