Job Title:  Livelihood and Food Security (LFS) Coordinator

Reporting to: Area Program Manager

Supervision of: Project Officers/Assistant Officers

Job Based at: Jigjiga with frequent travel to different Camps/Zones of Somali Region

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and provides assistance within the shelter, education, emergency food security, information counseling and legal assistance, and water, sanitation and hygiene sectors.

Role and responsibilities

The purpose of the LFS Coordinator position is to lead and oversee the milestones of the LFS Projects. The position will be responsible for the overall projects design, implementation and reporting procedures as per NRC and donor compliance. The coordinator will supervise LFS team composing of Officers and Technical Assistants.

 Generic Responsibilities

 The generic responsibilities of the LFS Coordinator in conjunction with the overall organizational values and strategy Cheered towards the regional and national context are:-

  •  Line management of CC project field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to CC strategy development, project proposals and provide input on needs and gaps
  • Manage and implement delegated portfolio of CC projects (activities, budget and project documentation) as delegated from APM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to LFS Specialist, Jigjiga AO APM/AM
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills

 Specific Responsibilities

  •  Develop NRC Jigjiga area Food Security and Livelihoods programming operational procedures, systems and programme guidance.
  • Ensure that the NRC Jigjiga area Food Security and Livelihoods project integrates community approaches, household livelihood, resilience/ recovery, gender sensitivity and capacity building into all activities as appropriate.
  • Participate in overall NRC Ethiopia Food Security Country strategic planning for LFS Core Competency, Macro-Log Frame, M&E, where needed.
  • Ensuring close participation of locals, IDPs, refugees, host communities and relevant stakeholders in design and development of programme.
  • Ensure representation of NRC Jigjiga AO in the regional Agricultural task force, and Durable solution working group and contribute technical and programmatic dimensions
  • Promote market based programming within CCs of NRC Jigjiga area office, and advocate for the stakeholders and partners working with NRC, and in Somali region
  • Design systems and ensure accountability, specifically to IDPs, refugee and local beneficiaries, through working with Regional Government, ARRA, UNHCR and other stakeholders. 

Job Requirements

Generic professional competencies:

  • Minimum of MSc/MA/B.Sc./BA Degree in Agribusiness, Agricultural Economics, Disaster Risk Management, Business Management, Economics, Management, Rural/Pastoral Development, entrepreneurship, marketing, livelihoods, Law, or other related field
  • Minimum of 5 years of professional experiences in areas of refugee livelihood, resilience building &/ building coping mechanisms and related jobs with humanitarian /development NGO’s.
  • Experience from working as a Livelihoods coordinator in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Experience in business start-up, market development and facilitating access to services
  • Practical experience related to emergency cash-based interventions/programming
  • Have knowledge and expertise in addressing livelihood intervention in pastoral settings, resilience building and disaster risk management 
  • Experience with facilitating institutional change processes, staffs management and capacity building.
  • Up to date knowledge of recent researches, evidence-based policies and analysis on Cash programming
  • Innovative approach addressing marketable skills, Job creation, facilitating/advocating job placement and creating business crowding-in around shallow market areas
  • Understanding of various donors’ requirement.
  • Ability to work under pressure and in harsh environment.
