About GOAL

General Description of the Programme/GOAL

Resilient wellbeing will be achieved through inclusive global and local societies that protect and care for the wellbeing of all people especially the most vulnerable and marginalized. Inclusion can be defined in various ways; as a process, as an end state, or both. The core concept is the ability of people to fully participate in society and to claim their rights. To achieve this, therefore, the barriers and mechanisms that prevent inclusion must be dismantled, and people must have the power to fully participate in their social, economic and political lives. GOAL aims to understand these barriers and mechanisms and use them to inform programme design, so that people who may be vulnerable can participate in and shape their societies and also have access to basic life sustaining and lifesaving goods and services when crises occur. Gender and age are key elements that affect inclusion for GOAL, although GOAL recognizes that there are multiple factors which can be used to marginalize, neglect or exclude people. Hence, GOAL is seeking a passionate and self-motivated individual to take on a new and exciting role as Senior Gender Equality and Social Inclusion Officer in our programs in Ethiopia.

Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

GOAL has an annual budget of an estimated €100 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. GOAL values the power of partnership and works with local and international partners to achieve its mission.

ABOUT THE POSITON:

The Senior GESI officer will work with multiple GE teams – Head office and field Offices - including management leadership, programme operations, technical specialists and the monitoring, evaluation, accountability and learning (MEAL) teams to develop, communicate, support and monitor GESI strategy, activities and targets. The role will sit within GE’s Programme Team at head office. The postholder will represent GE on GESI externally including with donors, academia and technical networks.

KEY AREAS OF ACCOUNTABILITY/DUTIES:

Responsibility 1: Leading GE’s Organisational Approach to GESI

Tasks:

  1. Review GOAL’s Gender Equality Policy and Global Strategy 2019-2021 and contribute for Global and country level polity and strategy.
  2. Drafting of a country specific operational plan for implementing the Gender Strategy over the period 2020-2021.
  3. Ensure GESI is embedded in key programme analysis and design tools including GOAL’s Resilience for Systems (R4S), and Programme Context Analysis and Design toolkits
  4. Support the MEAL teams to ensure monitoring systems disaggregate data by sex, include gender sensitive indicators, and have strategies for monitoring unintended consequences.
  5. Coordinate with the Safeguarding Advisor and Safeguarding focal points to support strategies and activities to prevent, mitigate and respond to gender-based violence, sexual exploitation and abuse.
  6. Continually look for opportunities to improve GOAL’s ability to foster resilient and inclusive societies through strengthening systems to be more inclusive.

Responsibility 2: Resource Mobilization for GESI

Tasks:

  1. Provide technical input (and direction, when appropriate) on GESI at all stages of the business development cycle, from positioning to submission. This includes identifying, reviewing and advising on funding opportunities related to GESI.
  2. Participate in proposal development review and submission.
  3. Participate on donor meetings for resource mobilization opportunities

Responsibility 3: GESI Technical Support and Capacity Building

Tasks:

  1. Support the program teams to integrate GESI data and analysis into country programme activity plans, strategies, budgets, and monitoring, evaluation and learning systems.
  2. Conduct field visits to support and monitor the implementation of GESI strategy, activities, and targets.
  3. Advise on gender-sensitive empowerment approaches for all programme design, implementation, and monitoring activities.
  4. Build staff capacity in GESI, possibly including providing (or overseeing) sensitisation training
  5. Work with HR to ensure that GESI is integrated into recruitment and performance management.
  6. Ensure there is a clear understanding of GOAL’s approach to GESI and key GESI concepts among country teams, appropriate for each cadre of staff.

Responsibility 4: GESI Research and Learning

Tasks:

  1. Identify learning questions related to GESI and drive the learning process, including consultation, collection of information, analysis, drawing conclusions, making recommendations and dissemination.
  2. Facilitate the documentation of best practices and lessons learned for different audiences, including GOAL staff, donors, supporters and partners.
  3. Ensure that all programme evaluations systematically assess the adequacy and effectiveness of GOAL’s approach to GESI and that consultant evaluators have the requisite expertise to carry out such an assessment.

Responsibility 5: Liaison and networking

Tasks:

  1. Develop working relationships with likeminded organizations related to GESI issues.
  2. Represent GE on governmental and non-governmental coordination platforms related to GESI issues.
  3. Represent GOAL at technical and advocacy networks at national and sub-national level
  4. Organize regular stakeholders’ partnership meetings for dissemination of information related to GESI issues. 

Job Requirements

  • Master’s degree (or equivalent) in gender studies or a related field
  • A minimum of 5 years of progressively responsible experience on gender and women’s economic empowerment, including 3 years of field experience
  • Relevant experience at the national level in development projects, technical services, hands-on experience in planning and design, implementation, monitoring and evaluation of development programmes
  • Experience in developing and maintaining strong partnerships and in mobilizing resources
  • Ability to work with country and regional offices, companies, governments and international organizations in a supportive manner
  • Confident at representing GOAL Ethiopia in a range of external for a and building strategic relationships and partnerships
  • Good communicator to a range of audiences – written and verbal
  • Highly proficient in MS Office suites, including Outlook and Office 360 suite
  • A strong commitment to learning and development – for themselves and their team
  • Self-motivated, highly organized, positive attitude, resilient, willing to learn new skills

Desirable qualities, skill and Competencies:

  • A minimum of 10 years of progressively responsible experience on gender and women’s economic empowerment, including 5 years of field experience
  • Experience on GESI related research
  • Women candidates are highly encouraged
