Job purpose and scope:

The MoE TARGET TTE for Data Systems Management will act as a focal person, acting in close partnership with Ministry teams working on data as well as working in collaboration with other TTEs for strengthen data-informed strategic planning and delivery. The TTE’s role is to strengthen Ministry capacity in relation to digital data systems transformation and with a particular focus on TARGET’s key activities, most importantly amplifying GEQIP-E results. S/he will be a core member of the Ministry-TARGET delivery team and collaborate closely with other federal- level TTEs. S/he will work to enhance timeliness and accuracy of educational data, including for example student enrolment, achievement, status of schools and teachers. S/he will work closely with the TARGET’s Monitoring, Evaluation, Research and Analysis Lead and the TTE team to integrate teams working on data (e.g. EMIS, NLA) in order to systematize high quality data management across the Ministry.

Job Objectives:

To strengthen the self-improving and sustainable capacity of the ministry by:

• Acting as a member of the MoE delivery team to drive GEQIP-E/TARGET implementation to embed systematic data management systems
• Work with MERA lead and his team on EMIS/NLA which requires coming to TARGET office at least one day in a week.
• Build the capacity of the digital data transformation staff of MoE and REBs
• Ensure data alignment and problem solve data issues at MoE/REB level.
• Implementing a delivery approach within the Ministry, and associated departments and agencies, to build and sustain expertise within the Ministry by modelling and guiding effective data-informed delivery practice
• Leading and organising capacity building training at the Ministry and REBs in enhancing data systems
• Developing the delivery capacity of data teams by harmonisation with other data sources on education, including assessing the feasibility of linking NLA/ NEAEA to the new D-TEST education database, CSA census and survey data and the creation of a TMIS
• Managing the process of annual planning, budgeting and target setting activities and as part of the GEQIP-E/ TARGET programme objectives implementation/ programme delivery
• Developing solutions and recommendations to address identified data management issues in NLA/ NEAEA/EMIS as part of GEQIP-E/ TARGET programme and to align on and implement MOE Delivery team program priorities in collaboration with NLA/EMIS team, GEQIP-E, and external partners
• Ensuring accuracy and usefulness of inspection data in driving quality improvement in education

In line with the above objectives, the major roles and responsibilities of the Data Systems Management TTE are:

• Providing capacity building professional development on EMIS, M&E, NLA and NEAEA to the MoE and regions (specifically to TDP, Planning, SIP, Gender and inclusion, and EMIS teams), including the use of technology and analysis of EMIS & NLA data for planning and decisions
• Working with the National Learning Assessment (NLA) and the National Education Assessment and Examinations Authority (NEAEA) to enhance capacity for better linkages with the EMIS/MoE data processes
• Collaborating with the Ministry for the revision of the EMIS data collection tools to make the process more user friendly
• Organizing workshops to review and refine current data collection tools to improve the School Management Information System (SMIS), Teacher Management Information System (TMIS) and links to Geographic Information Systems (GIS)
• Coordinating effective annual planning, budgeting and target setting activities for the EMIS and NLA/ NEAEA part of the GEQIP-E/ TARGET program objectives implementation / program delivery
• Proactively engaging with TARGET team members, the MoE, GEQIP-E, and external partners to develop solutions and recommendations to address identified technical issues in EMIS and NLA/ NEAEA of GEQIP-E/TARGET program element
• Assisting to build the research capacity of the MoE and REBs focused on modelled small-scale evaluations and supporting ministry to priorities demand for research in relation to the highest impact on teaching and learning
• Undertaking other activities as specified by their line manager in line with TARGET priorities 

Job Requirements

• Minimum Master’s Degree in computer science retreat
• More than 10 years’ experience in Data Communication and networking: - Design and implement software in C++
• International experience in designing and implementing project/s in a WAN (Wide Area Network) using djikstra’s algorithm and C++ programming language
• Proven experience in developing a system helps for visualization and analytical module
• Experience on using google maps and, developed a Web-based system
• Experience working with senior government officials with proven high delivering capacity.
