Job Summary

Ethiopian Human Rights Commission (EHRC) is a national human rights institution established by Ethiopian Parliament as per the Federal Constitution and responsible for the promotion and protection of human rights in the country. (Establishment Proclamation No. 210/2000 issued on the 4th of July 2000)

EHRC is looking for qualified researcher to conduct a review of Ethiopian Law in light of international and regional child rights standards.  

LOCATION: Head Office 

REPORTS TO:  Senior Advisor for Women and Child Rights & Senior Advisor for Child Rights

DURATION:  3 months

SALARY:  Project based employment funded by UNCEF

Objective of the assignment:

The overall objective of the assignment is to examine the national legislation in force, and forward recommendations as it deems appropriate to ensure that legislation conform to the fundamental principles and standards of child rights.  The specific objectives are: 

  • to ensure that the government is meeting its commitment under regional and international child rights instrument in relation to taking all appropriate legislative measures for the implementation of the rights of children;
  • to set a precedence of regular review of laws to ensure their compliance with international and regional standards .

Scope of the work

  • The review shall focus on legislation relevant to children – family law, juvenile justice, laws/policies on education and health, laws on child labour, laws to protect children from sexual exploitation, etc.
  • In terms of geographic coverage, four regional states shall be taken into consideration which shall be decided on the basis of a discussion with the selected candidate.
  • Conduct a desk review of relevant documents, assessments, studies, best practices and legislation relevant to child rights, assess the degree to which the national laws, policies and practices ensure child rights
  • Identify the ways in which the law, policy or practice might be improved and forward recommendations in line with regional and international child rights standards;
  • Present the findings of the review and recommendations in a validation workshop and collect feedback from relevant stakeholders.

Key deliverables                                                                                                                      

  • Inception report – including preliminary findings of a brief desk review, list of preliminary areas of concerns, specific assessment design, analysis and overall work plan;
  • Undertake review of relevant legislations and practice (as time and resources allow);
  • Draft report, including results summary table for comments by EHRC;
  • Second draft report after incorporating the feedbacks given by EHRC and stakeholders;
  • Presentation of the results to EHRC and selected stakeholders in a validation workshop to collect feedback;
  • Incorporating feedback from consultation and finalization of the review;
  • Final report to the Commission;

Job Requirements

Required Qualifications and Experience:

  • Master’s Degree in human rights or related fields; PhD will be considered an asset; specific area (child rights) also would be considered an additional asset;
  • Minimum of 5 years of relevant professional experience in relation to child rights, and 3 years’ experience in undertaking research, legal analysis etc.; 
  • Record of participation in at least 2 similar assignments;
  • Knowledge of child rights in general and familiarity with the UN Convention on the Rights of the Child as well as the African Charter on the Rights and Welfare of the Child is required; related areas are considered an asset;
  • Ability to research and produce high quality output in a timely manner, while understanding and anticipating the evolving needs in relation to the restrictions imposed to contain the spread of COVID 19 virus;
  • Excellent communication, presentation, report writing and analytical skills;
  • Fluency, good written and analytical skills in English and Amharic is essential;
  • Full time engagement for 3 months is a requirement.
