Organization Background

Nuru International Ethiopia is a US-based international NGO working to end extreme poverty in remote rural communities in Ethiopia. Nuru is currently implementing integrated development projects in GamoGofa Zone, SNNPR. Areas of intervention include Agriculture, Rural Livelihoods Diversification, Healthcare and Education. All four thematic areas work through local Grain Marketing Cooperatives. 

JOB SUMMARY:

The purpose of the Human Resource Officer position is to handle personnel functions in collaboration with HR firms. The HR Officer will also keep a complete, comprehensive and up-to-date HR central data base system. 

Main duties and Responsibilities:

  • Prepare job vacancies in consultation with Program managers and send it to HR consultant to advertising firms to be posted
  • Follow up the hiring process of new staff by HR consulting firm as required by the HR staff plan
  • Prepare job offer letter and contract of employment for employee who successfully accomplished exam and has gotten approval by SLT
  • Ensure that the supervisor takes the new hire through an on boarding process.
  • Manage staff personal files and ensure that all necessary documents are included,
  • updated and properly filed
  • Ensure strict confidentiality of all staff personal files
  • Handle staff benefits such as leave, medical matters, insurance, and compensation etc and its data base
  • Facilitate HR planning periodically for effective utilization of human resources;
  • Participate in preparation of annual budget of Country Office in relation to human resources; 
  • Issue recruitment status report monthly
  • Ensure that personnel records data base are kept up-to-date;
  • Record and update salaries and allowances, transfers, promotions completion of probation; termination of service, etc. of staff on personnel files and computer data bases;
  • Keep records of leave balances of All staff and prepare quarterly report
  • Monitor staff employment contracts and probation periods and ensure that contracts are renewed/terminated as needed and staff are confirmed in their jobs in a timely and legal manner
  • Ensure all positions have up to date job descriptions and employees holding the positions are given copies of the same;
  • Monitor implementation of staff performance appraisal systems;
  • Ensure that all staff are kept informed of policies and procedures and of any changes;
  • Ensure that all human resource management goes according to Nuru’s human resource policy and labor law of Ethiopia.
  • Administer welfare programs relating to medical scheme, pension scheme and insurance scheme
  • Ensure the consistent and uniform implementation of the HR policy and procedures throughout the organization.
  • Handle employee grievances, disciplinary issues and other administrative problems according to Nuru’s policies and procedures and consult with the legal advisor on staff court cases.
  • Ensure that all Personnel Policy requirements are fulfilled when staffs leave Nuru;
  • Ensure that clearance form is completed before any staff collects quitclaim payments;
  • Undertake statistical analysis of the whole staff by gender, age, position, education, experience, income, etc. and update same periodically.
  • Prepare weekly, monthly and quarterly HR report
  • Carry out periodic institutional and individual training and development need analysis;
  • Identify suitable courses to meet the training and development needs of the staff and the organization and follow up plans to see them through 

Reports to: Finance and admin coordinator 

Terms and conditions:  annual contract with extension possibility depending on performance Job Requirement 

Job Requirements

Qualifications:

  • BA Degree in HR Management, law, management, or Business Administration 
  • 6 years’ experience in HRM on NGO setting 
  • Proficiency in MS Office (Word, Excel and PowerPoint)
  • Fluency in Amharic and English both spoken and written 

TECHNICAL SKILLS

  • Knowledgeable about labor laws;
  • Excellent communication and presentation skills;
  • Proven language proficiency in written and spoken English;
  • Computer Literacy in MS-Word, Excel and Data Base Management.
