TOR: FOR CONDUCTING A SITUATIONAL AND GENDER ANALYSIS
PROJECT NAME: Advancing Women Enterprises in Addis Ababa, Ethiopia
ASSIGNMENT Location: Addis Ababa, Ethiopia
Duration: 40 days
Introduction:
For women living in poor communities, financial independence can change the trajectory of their lives. A thriving micro and small enterprise sector can contribute significantly to this, yet most efforts to promote women’s entrepreneurship have not achieved sustainable change. A large and growing body of evidence suggests that shifting social and gender norms is essential to generating a transformative impact on women's entrepreneurship, and this has been largely absent from the range of relevant initiatives. In Ethiopia, despite significant investment, still the women entrepreneurs largely experience barriers to skills, insufficient resource availability, and inadequate acceptance. As a result, the female entrepreneurs in this country struggle to reach viability to meet their goals and to achieve expected growth. This represents untapped potential for both the women and the Ethiopian economy. In this three-year project, CARE aims to enhance 3,000 existing early stage, women-led micro and small enterprises in the formal and informal sectors in urban Addis Ababa with the skills, finance and enabling environment needed to overcome barriers and achieve their business goals. The proposed project will engage with 3,000 active women entrepreneurs between the age of 18 -35 in both the formal and informal sector, plus a series of strategic partners, to achieve different objectives strategic objectives. The project will be implemented in Gulele sub-city (Woreda 3, 4 and 8), Bole (Woreda 6, 7 and 8), Yeka (Woreda 6 and 8), Akaki Kaliti (Woreda 3, 6 and 7), Kolfe keranio (Woreda 1, 2, 11 and 12), Addis Ketema (Woreda 4 and 9) and Arada (Woreda 2,4,5,6 and 7).
So to achieve the strategic objectives of the project, CARE is looking for an experienced consultant to conduct a situational and gender analysis.
DELIVERABLES
The consultant is expected to engage and deliver the following deliverables.
Overall situational analysis of the selected sub-cities and Woredas: this will help to understand the project locations better in terms of understanding the overall business environment, identifying potential opportunities, challenges, strengths and weaknesses to MSE development especially related to young women from low-income communities that engaged in different business activities. These should consider the below:
The targets that the project will target will be female youth between the ages of 18-35. The project will work with existing early stage MSEs, led by women entrepreneurs from low-income communities, who face greater barriers in terms of access to knowledge and skills, business networks and information, finance, and other productive resources to earn higher returns, increase productivity and growth. The women will be identified within the following sectors:
Sectors in which currently women participation is low, or male-dominated because of existing barriers.
A detailed skills gap analysis and demand: the consultant is expected to select a few representative numbers of young women between the ages of 18-35 engaged in different businesses mainly in high growth potential businesses and identify both soft and hard skills gaps and demands that are necessary to lift them up in the business trajectory. The analysis should look into both the demand and supply side in terms of identifying opportunities, challenges, factors that are preventing existing training institutions (including TVETs) from providing training to female entrepreneurs with the objective of contributing to institutional change, look into tools that could integrate major skill needs of female owned enterprises into existing training modules. In addition, with the consultation with the project livelihood and gender advisor, the consultant is expected to determine the percentage of the target group that could be enrolled in TVETs or to other shorter-term trainings. Identify gaps in the training packages and ways in which the project could contribute to enhancing the curriculum to cater to the needs of young entrepreneurs and suggest ways to encourage/incentivize attendance and engagement.
A detailed gender analysis: A consultant is expected to use CARE’s tool and conduct a gender analysis in the areas where the project will be implemented. The consultant is expected to draw concreate recommendations that will support in refining the project activities, target selection criteria and M&E framework.
A stakeholder Analysis: The consultant is expected to identify and map institutions that provide services to MSEs, including women and youth rights associations who actively defend the rights of women and youth engaged in MSEs, government institutions, financial service providers, and training bodies, as well as other market actors including suppliers and trade associations. These include identifying challenges and opportunities on both supply and demand-side (including understanding access to finance needs) and identifying strategies to enhance the capacity of the training institutions i.e. the TVETs or other service providers. In addition, the consultant is expected to identify Dutch actors, whom we may work with on business skills activities and market linkages, as well as experience sharing.
Finally, the consultant is expected to identify the learning agenda for the project in light of contributing to Ethiopia and global knowledge on empowerment strategies for young women.
DURATION OF ASSIGNMENT AND REPORTING
The consultant will report to the project manager with direct support from the gender advisor.
The work of the Consultant is for 40 days starting upon signing of a contractual agreement.

All proposals shall be accompanied by a valid/renewed license for the year 2012/2013 E.C., TIN certificate and VAT registration certificate. CARE Ethiopia will consider value for money on evaluating the bid.
All separately sealed technical and financial proposals clearly marked as “CONSULTANCY ASSIGNMENT TO CONDUCTING A SITUATIONAL AND GENDER ANALYSIS”: should be submitted in person and through hard and soft copies to CARE Ethiopia, Procurement Unit, and Addis Ababa, around 22 Mazoria, behind Lex Plaza building, next to Ha’Geez Cultural Restaurant, not later than 07 Days starting from the date of announcement.
