JOB SUMMARY

The International Medical Corps (IMC) is looking for the senior security officer for its emergency humanitarian support in Tigray region. The field Senior Security Officer (SSO) works at the direction of the emergency program field manager, and reports on technical issues to the Country Security Manager. The primary function of the field Senior Security Officer is to provide assistance to the field team members in Tigray and Afar on all issues of safety and security. The SSO over sees daily security management in Tigray and Afar as well as train staff and security guards/ focal persons on security related matters. The Senior Security Officer will monitor and assess security conditions, and makes recommendations to the country security manager and advise the staff in the assigned area as appropriate. The field program coordinator is the direct supervisor to the SSO, but the Country Security Manager is the technical manager for the SSO.

ESSENTIAL RESPONSIBILITIES

Managing the Security of the Program

  • Assess the security situation and gather relevant threats and risks in the assigned areas that will help to develop and update the security guidelines, SOP’s and Contingency Plans for the assigned area.
  • Supervise and train security focal persons and guards in Tigray and Afar.
  • Monitor security activities to ensure that safety and security policies and procedures are implemented in the assigned areas
  • Identify security threats and advise staff to reduce vulnerability to those threats
  • Follow up on the warden systems, emergency radio networks, and provisioning of emergency supplies for the assigned areas.
  • Report the incidents through the internal incident tracking system and ensure the internal incident tracking system is utilized properly by the staff in the area
  • Collects security related information from local and regional resources to deter the risk threatened the staff
  • Assist and guide the security preparedness of staff and works with country security manager to enforce staff compliance with internal security policies and SOPs
  • When directed by the Country Director and Country Security Manager, carry out investigations and identify gaps for improvement
  • Participate as a key member in the Field Incident team in Tigray and Afar during a crisis so that safety policies and procedures are implemented
  • Ensures logistics follows a servicing and maintenance schedule for vehicles
  • Follow on the provision of communications equipment and implemented as required mainly on emergency times.
  • Providing security briefings are conducted to all arriving staff, visitors or volunteers

Compliance 

  • Ensure weekly security reports are completed and report to the country office, providing timely updates of all situational and security developments including investigation of security incident
  • Conducts and submits full Site Security Surveys of assigned site.
  • Conducts and submits Trip Reports of field deployments.
  • Ensures that Security Risk Assessments, Standard Operating Procedures, Evacuation and Contingency Plans and other key documents are implemented in the assigned areas
  • Provide security trainings to all staff and follow up on the completion of the required online and face-to-face security training

Human Resources                                           

  • Oversee the recruitment and selection of qualified national security field staff in consultation with the Country Security Manager. 

Training/ Capacity Building

  • By coordinating with the country security manager identify the relevant training and provide training staff to increase their responsibilities in order to build capacity in and ensure their safety

Working Relationships

  • Maintain excellent working relationships with all staff and field managements.
  • Build strong professional relationships with UN agencies, local authorities and other NGO’s

Representation

  • Attends security coordination meetings in the area and updates field program manager and country security manager.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.

Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

Job Requirements

  • University degree in political science, social work, military science or related security fields.
  • Five progressive years in related years and among these three years of field security experience mainly in humanitarian organization is required.
  • Security related trainings and experience in military and security apparatus is an advantage.
  • Ability to relate to the national staff, local authorities and external partners effectively
  • Creativity and the ability to work with limited resources
  • Extremely flexible with the ability to cope with stressful situations and frustrations
  • Knowledge on safety security materials
  • Ability to exercise sound judgment and make decisions independently
  • Excellent computer skill
  • Analytical and report writing skill
  • Better understanding on English and local languages Both Amharic & Tigrigna is advantageous.
