Purpose of the position:
The PACE (Partnership Against Child Exploitation) Monitoring and Evaluation Manager will lead project M&E strategy development and implementation, lead M&E process by involving all project partners, build project staff capacity on M&E and engage with research institutions and other partners to conduct project researches, studies as well as manage direct beneficiary monitoring system and work with donor and external evaluators. The M&E Manager will also manage the development and implementation of Monitoring and Evaluation Plan to measure the progress and impact of the project interventions. He/she also will assist the Program Director in leadership.
Major Responsibilities:
- Lead development of monitoring and evaluation system by closely working with the project director, key staff, partners and donor
- Ensure that M&E processes and activities meet minimum standards
- Lead the development of MEAL Framework and establishment of direct beneficiary management system database and ensure its proper implementation
- Develop indicators for monitoring project performance as well as the status of direct beneficiaries and also day-to-day activities implementation
- Build capacity of project staff and partners on M&E processes, Tools, data quality control and data management
- Supervise and support M&E and project officers to undertake monitoring and evaluation activities
- Lead preparation of annual plans & reports, biannual performance report, monthly & quarterly reports by using formats and templates of stakeholders, and engage in project agreement
- Coordinate the documentation of successful practices, publications, development of presentations and technical documents and opportunities for reflection/use within the organization as well as outside the organization
- Lead and support project baseline, mid-term and final evaluation in collaboration with partners
- Coordinate and lead project researches in collaboration with research institutions and other partners
- Develop or contextualize and avail standard M&E tools and its implementation for monitoring data collection
- Provide technical back up to partners, project coordinators and facilitators on monitoring and evaluation
- Represent the project to donor, consortium, government, NGOs and partners regarding M&E aspects of the project
Job Requirements
Minimum education, training and experience requirements to qualify for the position:
- MA/MSc/BA/BSc Degree in Economics, PM, statistics, development & other related fields
- Proven experience in MEAL framework development, RBM, Statistical Software applications
- Rich experience and training in M&E of multi-sector projects specifically in child development and protection is an added value

Working Environment / Conditions:
- The position requires ability and willingness to travel domestically/internationally up to 30% of the time.
