Job Description

The Embassy of Sweden in Addis Ababa is responsible for Sweden’s relations with Ethiopia, Djibouti, IGAD and the African Union (AU). The Embassy consist of five sections; Political, Commercial and Cultural Affairs, Bilateral Development Cooperation, Regional Development Cooperation, Migration and Administrative and Consular Section.

The Bilateral Development Cooperation in Ethiopia aims to contribute to a better environment, limited climate impact and enhanced resilience to climate change, as well as improved opportunities for poor people to make use of their rights. An important objective is also to promote a sustainable and democratic development of society.

The Section for Bilateral Development Cooperation has 14 staff members, including a Head of section, programme managers, two controllers and one programme administrator, whose post will become vacant 15th january 2021.

The tasks for the programme administrator will include:

  • To support programme managers in quality assurance of various steps in the contribution management cycle (reviewing decisions and agreements, reviewing reporting and disbursement documentation, processing payments etc);
  • To support the Head of development cooperation in official correspondence with public authorities and other partners, to respond to partners requesting fund when there is a regret letter, and to produce a program for visitors;
  • To assure quality and follow up on data in various it-systems Planit, Trac and BISI;
  • To support the head of section and controllers in financial follow-up (preparation and monitoring of budget execution rates and disbursements rates);
  • To support program officers in procurement and making call offs from various framework agreements;
  • To ensure the receipt, registration, distribution and archiving of documents;
  • Assist in technical and administrative matters related to it-systems, video conferences etc.;
  • Other administrative tasks as needed (electronic folders, planning days and/or event organization, minutes from meetings, etc.);
  • Provide special assistance to the section’s prioritized working groups, including technical and administrative support;
  • Facilitating visas for visitors

The work requires close cooperation with colleagues at the Bilateral Section and Sida HQ, as well as with staff working with regional development cooperation at the Embassy, as quality assurance and internal control of the two sections has been organized as a joint team.

Job Requirement

Required qualifications:

  • Documented relevant academic degree, e.g. in business administration, accounting, finance, economics, or similar;
  • Fluency in English(both oral and written);
  • Extensive experience of work with computer programs, applications and systems, including excel.

Required work experience: A minimum of 2 years of relevant work experience.

Additional qualifications considered as merits are:

  • Proven capacity to work independently and deliver tangible results;
  • Being service minded
  • Being a team-player, both internally and externally, with good communication skills;
  • Experience of development cooperation and support to project management;
  • Swedish language skills.
