Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

We are looking for a Data Scientist/Data Use Advisor who will be responsible for assisting the Federal Ministry of Health (FmoH), USAID and Digital Health Activity (DHA) in strengthening the ecosystem of data quality assurance and information use for monitoring and evaluation, learning, and informed decision making within the health system, maintaining regular communications with regions and assist the day-to-day technical health information system related activities.

Responsibilities:

  • Provide programmatic guidance and technical assistance to strengthen data use, data quality and use across all levels in the health system.
  • Develop appropriate strategies and tools for strengthening the use of health data, identify data needs at different levels, and build capacity to implement.
  • Facilitate the use of data through the application of innovative approaches at the national, regional, woreda, health facility, and community levels.
  • Identify, manage, package and disseminate key health information to facilitate evidence-based decision making at point of data collection. 
  • Build national, regional, zonal, woreda, and facility level demand for and ability to use routine health data for evidence-based decision making. 
  • Build capacity on health information systems at different levels through organizing mentorship, training and workshops.
  • Identify and mentor champions of information use at all levels and further develop their capacity as leaders for improving data-informed decision making.
  • Support the community health information system including efforts to digitize it.
  • Facilitate the use of DHI2 information system for data analysis, visualization, and decision making.
  • Serve as a thought leader for data quality and use improvement strategic discussions. 

Job Requirements

Qualifications:

  • Master’s Degree in Health Informatics, Information Systems, Statistics, Monitoring and Evaluation, Data analytics, or Public Health from a reputable University required.
  • Minimum 7 years professional experience in the Ethiopian health systems, national HMIS, etc.
  • Diverse set of professional experience both in government and non-government context; and at lower and higher levels of the healthcare system required, and including supply chain management.
  • Both English and Amharic language skills required; additional local language is an asset.
  • Strong analytical skills with demonstrated exposure on publications, participation in national and international forums (preferably in Digital Health).
  • Exposure to digitization tools such as ODK, web based systems such as DHIS 2.
  • Expertise in statistical softwares (STATA, R) and computer use proficiency required.
  • Experience in Visualization softwares (Tableau, PowerBI, R, etc).
  • Exposure to secondary data sources – EDHS, SPA, SARA, DHIS 2/ HMIS, etc.
  • Strong exposure to Knowledge Management, process documentation, communication, etc.
  • A natural inclination towards problem solving.
  • Excellent oral and written communication and presentation skills in Amharic and English required.
  • Ability to travel up to 50% time throughout Ethiopia.
