POSITION SUMMARY:
The Regional Health Information System (HIS) Advisor will directly oversee all regional activities on this Strategic information project, including health information system (HIS) training, piloting, and implementation. The incumbent will also participate in the implementation of eHealth and other systems as well as follow-up of implementation and mentoring of health workers and system users. He/she will advise and play a critical role in the data analysis and quality assurance activities as well as in designing, coordinating, undertaking, and reporting data quality assessment activities related to the e-Health Systems. She/he will build the capacity of Regional Health Bureaus (RHBs) on conducting data quality assessments, data analysis, and evidence-based decision-making activities. Under the supervision of the central HIS team leader, he/she will plan, coordinate, monitor, and evaluate the performance of the project in the region.
MAJOR ACCOUNTABILITIES:
- Providing technical input to systems design, integration, scale-up, improvement and use of Health information systems including Electronic Medical Records (EMR), REDCap, Health Information Exchanges (HIE) and tools to facilitate data entry, transmission, and use.
- Participate in the standardization and data quality assurance activities in designing, deployment and, Monitoring &evaluation of eHealth systems
- Work closely with monitoring and evaluation (M&E) professionals to enhance knowledge and skills on using appropriate ICT
- Participate in coordination of SI project activities and produce periodic project performance reports and submit as required
- Plan and implement specific components of the HIS project (paper-based HIS, electronic HIS, data quality assurance, information use) in collaboration with the central office
- Provide technical assistance to the RHB, ZHDs/Sub-city health offices, Woreda Health Offices, and health facilities on HIV/AIDS data collection, analysis, and use.
- Support analysis and interpretation of regional Performance report using appropriate scientific statistical methods; write a comprehensive report of the findings and present the findings to decision-makers in the region
- Coordinate, design, and implement effective training on HIS and HIV/AIDS monitoring and evaluation, data quality assurance and information use at regional, and facility levels and also lead the preparation of high-quality training manuals, SOPs and procedures on various eHealth systems
- Ensure the successful implementation of electronic information systems for HIV/AIDS patient level data management
- Guide the implementation of electronic Health Management Information System in HIV/AIDS care and treatment
- Organize in the collection and widespread dissemination of information on lessons learned from implementation of health information tools and systems.
- Provide technical leadership for HIS among program teams and partners.
- Complete performance reports regularly
- Represent ICAP in different workshops and meetings
- Carry out other tasks as required
Job Requirements
- Master’s Degree in public health, health informatics, M&E, epidemiology or related field
- Minimum of 4 years of relevant experience in strategic information
- Basic computer knowledge with ability to use the MS office applications
- Experience with HIV/AIDS related information system ·
- Proven experience in the provision of capacity building activities to MOH, RHBs, Zonal Health Departments, Woreda Health Offices, and/or Health facilities on HIS
- Strong oral and written skills in English and relevant local languages
- Previous experience working with the RHB, Zonal Health Departments, and/or Woreda Health Offices is advantageous
- Expertise in using EMR and other health information system is a plus
- Expertise in statistical software and computer use proficiency required.
