Contract Duration: Definite Period 

Job Purpose: 

The purpose of the position is to oversee site-based implementation of CMAM programme activities, Infant and Young Child Feeding in Emergency (IYCF-E) practices and ensure perfect linkages and integration of all CMAM components, IYCF-E, outreach sectors and Livelihood backyard gardening activities at Concern Worldwide operational site, Pugnido-I refugee camp.

The Site Team Leader is responsible for planning; coordinating, implementing, monitoring and evaluation of their respective Nutrition site activities and ensure its effective implementation through regular capacity building and technical support, identification of resource needed and its proper allocation. He/she ensures the smooth coordination of all CMAM and IYCF-E sectors programme data collection, following the agreed UNHCR-ARRA standard operation procedures for refugees in Ethiopia Gambella region, and report as per recommended deadlines.

The post will also involve representing Concern at the working site and at refugee’s community level. This position reports to the Nutrition Manager, and will works closely with respective site Outreach team leaders, other site team leaders, CMAM officers, IYCF Officers/counsellors, Livelihood officers, HPO and Nutrition workers under the field office. 

Main Duties and Responsibilities; 

Planning, Technical supports and Facilitation;

  • Prepare detail weekly and monthly nutrition site Plan and ensure its implementation as per SPHERE & UNHCR performance standard with the agreed time -frame.
  • In collaboration with outreach team and COAs, organize center based nutrition surveillance activities, such as active MUAC screening and exhaustive WFH screening among targeted vulnerable groups in the refugee’s camp, including children below 5 years, pregnant and lactating women and medical social cases as per established criteria. 
  • Plan, organize and facilitate basic and refresher CMAM, IYCF-E, MTMSG and Nutrition screening training to the nutrition staff.
  • Provide regular on the job training for CMAM Officers and Nutrition workers on and ensures that on the job training is delivered adequately with quality coaching and mentoring skills of nutrition team. 
  • Facilitate linkages with the health partner in the camp and ensure that all medical referral cases are done in timely manner and documented as per CMAM framework approach.
  • Planning innovative ideas to minimize the rate of defaulter, non-respondent cases, and promote the better use of therapeutic and supplementary nutrition products given to targeted beneficiaries.
  • Identify the site based nutrition programme demands and request the required equipment, materials, drugs and medical supplies and ensure its delivery.
  • Ensure the delivery of key health and nutrition messages to the beneficiaries on regular basis by using appropriate IEC materials.
  • Prepare periodic review meeting with Nutrition team and community representative 
  • (RCC) and concerned stake holders
  • Take part in identification, developing and preparing all the required IEC/BCC materials and deliver appropriate public health messages.
  • Serve as the focal point person for nutrition center activities.

Coordination and networking;

  • Ensure good coordination with respective site Outreach team leaders, IYCF Officer, hygiene & promotion officer, other nutrition staff and provide frequent updates as per established project work plan activities and timeframe.
  • Ensures timely 3-months logistics order in respect with the procedures and follows up the supplies and orders with the logistics department.
  • Organize weekly and monthly coordination meeting at site level and report all the programme progress, gaps, challenges and action points taken to the hierarchy.
  • Ensures at least weekly communication (one to one discussion) with the Nutrition Manager and highlight the main programme update points.
  • Participate to Concern bi-weekly and monthly programme meetings and provide feedback to site based team.
  • Ensure all stakeholders and relevant IPs working in the camps have excellent linkages with Concern nutrition sectors activities as per needs.
  • Establish good working relationships with Concern staff, government bodies, ARRA, UNHCR, WFP and other Implementing partners (WASH, Health, child protection, Psychosocial support).

Monitoring and Evaluation;

  • Monitor all CMAM and IYCF-E sectors activities, using specific checklist, which can help to find the programme gaps and identify the needs of technical supports and trainings for employed staff.
  • Monitor all nutrition staff adhering to the recommended nutrition guidelines, agreed UNHCR/ARRA nutrition Guidance note and standard operation procedures (SOP) for refugee’s response in Ethiopia and Gambella region.
  • Take part in any nutrition assessment, surveys and project evaluation in data collection, data entry, analysis and reporting in order to evaluate the impact of nutrition, health and WASH activities 
  • Oversee the collection of nutrition center data is in line with UNHCR/ARRA, Concern guidelines and according to internal and external donor requirements.
  • Plan and conduct joint project monitoring and evaluation activities with ARRA/UNHCR
  • Develop different monitoring tools based on the activities.  

Human resources (HR) Management

  • Ensure the daily management of nutrition staff at Concern working site in coordination with the admin and finance officer.
  • In collaboration with the Nutrition manager, participate in the recruitment process of Concern employed staff at Concern working site.
  • Manage the program staff in order to ensure the smooth running of nutrition programs, in respect with all HR procedures (eg. Annual leave plan preparation).
  • Conduct performance evaluations or PDR for CMAM officers at least once per project year to enhance their performance and improve the nutrition programme.
  • In collaboration with the HR department, ensures the support to the field teams for all matters concerning human resources for the nutrition department.

Reporting and Accountability;

  • Ensure that CMAM component utilizes standardized protocols, policies and guidelines, as prescribed by the UNHCR/ ARRA for refugee’s response in Gambella region.
  • Prepare weekly and monthly activity reports with a qualitative look at the programs and internal reports should include the activity progress report in respect with Concern format. Monthly reports should also integrate all indicators to be reported to donors.
  • Contribute to the preparation of internal and external reports
  • Prepare weekly, monthly and bi/annual report.
  • Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them.
  • At all times, adhere to policies and guidelines of Concern.

Job Requirements

Person Specification;

  • BSc. in Nursing, or in nutrition or public health nurse, or related field. Master’s Degree considered.
  • At least 5 to 7 years’ experience working in nutrition and/or public health is preferable.
  • Experience in community based health/nutrition programmes activities.
  • Experience working in emergency or refugee camp context considered as an advantage.
  • Excellent written and spoken English and knowing local language (Nuer/Agnwak) is an added advantage.
  • Excellent organizational, leadership and motivation/training skills.
  • Strong capacity building and training skills.
  • Good written and verbal communication skills in English  
  • Experience in nutrition surveys, including data analysis.
  • Strong ability to understand and respect the cultural, religious and political environment and to work well with staff and local authorities in a diplomatic manner.
