Position Title Senior Project Assistant -MEAL 

Duty Station Addis Ababa, Ethiopia

Type of Appointment SVN, Six months with possibility of extension

Background

Under the current circumstance in Ethiopia, currently there is a heavy influx of ex-combatants who will require assistance to reintegrate into communities after long periods in exile. Hence, to secure sustainable and peaceful reintegration of the ex-combatants having returned to their communities IOM along with the Government of Ethiopia is going to implement a Social and Economic Reintegration of ex-combatants and of Conflict Affected Groups in Ethiopia (SERE).

Under the direct supervision of the SERE Programme Manager, and in close coordination with the EPC Meal Officer, in Addis Ababa, the Regional Reintegration Officer Team Leader and Head of Sub-office, the successful candidate will be responsible and accountable for the day to day monitoring and evaluation of the project implementation.  

Responsibilities and Accountabilities:

  1. Draft project narratives, work plans, results matrixes, and other project-related documents in close coordination with project team and relevant units 
  2. Support in preparing and finalizing donor reports in close coordination with project team and other relevant units in the mission.
  3. Produce monthly and annual products, related to SERE project, including monthly donor reports, compilations and project info sheets etc. in close coordination with communication unit and project team.
  4. Conduct M&E and provide continuous analysis of the project achievements, bottlenecks and provide recommendation to address the weaknesses in the implementation.
  5. Provide technical support and guidance to field MEAL staff on the implementation of Monitoring, Evaluation, Accountability and Learning components. To this extent also provide information and technical support on MEAL plans, baseline studies, data collection tools and databases as required; review and provide feedback to project progress and final reports;
  6. Review and edit assessment and evaluation reports drafted by project team
  7. Coordinate organization and management of seminars, workshops, events, press conferences and field visits as required. 
  8. Track and monitor project budget vis-a-vis burn rate in coordination with RMU and tracking of donor report submission.   
  9. Provide training, guidance and supervision to staff members as assigned.
  10. Perform such other duties as may be assigned.

Job Requirements

University degree in Monitoring and Evaluation, information management systems, , evaluation, analysis, human rights, international development, or other relevant field is required 

Experience

  • A minimum of 6 years of experience in the field of monitoring and evaluation or communications work, especially within humanitarian emergency or post-emergency contexts, with a good understanding of donor funded programs and other UN Partners; 
  • Experience with supervision roles for tasks of a similar nature to this assignment;
  • Technical skills in qualitative and quantitative evaluation and managing information systems;
  • Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats;
  • Familiar with human rights and protection principles;
  • Advanced knowledge of Microsoft Office, with proven experience in Word, Excel and Power point;

·        Experience working in liaison with GoE and international organizations.

Languages

  • Fluency in English is required.
  • Knowledge of spoken Amharic is required
  • Working knowledge of other local languages such as Somali or Oromifa is an advantage
