Job Summary

The purpose of the SSM position is to ensure that CARE international and local personnel are working within an environment consistent with accepted minimum safety and security standards. This encompasses the training of staff in security awareness, development of security plans and of mainstreaming the individual and collective sense of security and safety awareness and responsibility in concert with CARE's Gender polices. It also consists of advising the Country Director on security challenges, developing risk assessments and proposing risk reduction measures in addition to developing, maintaining, updating and implementing when necessary, security protocols and operating procedures according to the changing situation.

RESPONSIBILITIES AND TASKS:

 Job Responsibility 1. Planning and Preparation:

  • The SSM will manage the country Security Management Plan, using the CARE International template and standards, must ensure that all CARE facilities are included in the plan and the plan is kept current to any changes.
  • Assist the country office to prepare for major events and critical incidents where security is concerned. Prepare and update office security and contingency plans.
  • Plan & Conduct security awareness training in accordance with CARE policies and procedures and in accordance with CSU training strategies and tools.
  • Propose the selection of security focal points, Participate in selection of guard services, etc. and ensure that adequate training is provided. 
  • Lead the review and revision process for security planning, involving all staff to ensure understanding, buy-in and compliance.
  • Advise CO management on the security component of all budgets and proposals.

 Job Responsibility 2: Procedures and Protocols:

  • Implement and maintain CARE Security Protocols. 
  • Provide thorough, regular/ongoing information gathering trend analysis, advisories and in-house briefings for staff and visitors. 
  • Provide a detailed and appropriate initial safety briefing to all newly arriving staff and visitors; including general safety policies and procedures, site specific issues and an analysis of the present local security situation.  
  • Ensure that policies and procedures are understood and respected at all times and are implemented in relation to project activities. 
  • Ensure that CARE's Gender policies including the Gender in Security guidelines are foremost in the implementation of CARE security procedures and protocols.
  • Support HR in implementation of PSEA policies and especially where staff safety and security is concerned.
  • Ensure radio communications systems are maintained in good working order.

 Job Responsibility 3. Act in a Crisis:

  • Support the SMT/CMT and advise them of possible actions or options in a time of crisis or emergency.
  • Immediately advise the Country Director and when necessary, the RSM and CSU of events affecting or which could potentially affect staff safety or security or cause damage to CARE assets.
  • Coordinate information through the relevant reporting lines during serious security incidents.
  • Provide CSU will updated reports on the security situation in the country office and the steps being taken to mitigate against threats.
  • Assist with emergency medical evacuations within the country office and in coordination with the regional security advisor. 
  • Investigate and follow up security incidents in which CARE staff are involved, e.g. arrest, detention, robbery etc.

 Job Responsibility 4. Advise and Report:

  • Brief the Country Director and other senior staff on security developments within the area of operations. 
  • Brief new staff of security protocols and orienationation of the organistaions standard operating procedures.
  • Prepare and present security reports for the CO on a regular and on going basis including appropriate information for managers and coordinators to assist in their decision making processes. 
  • Prepare reports for the RSM and CSU as requested by them such as the Monthly Security Report, FLASH messages, SitReps, Updates, etc.
  • Provide feedback to the country director on progress in respect of security actions and initiatives.
  • Investigate all safety and security related incidents affecting the programme and/or staff and report findings and recommendations to the CD.

 Job Responsibility 5: Training, Mentoring and Capacity Building:

  • Provide safety and security awareness, critical incident, crisis management and other related training for staff.
  • Build capacity through training and mentorship of national staff and assist and provide guidance to the Security Officer and the security focal point.
  • Facilitate, provide support and train in the proper use of common communications including HF and VHF radio networks and satellite phones according to radio protocols and other communications technologies. 

Job Responsibility 6: Networking and Coordination:

  • Develop a network of relationships with peers in the humanitarian community (including UN, NGO, NGO forum and others) and actively seek opportunities for formal and informal cooperation.
  • Attend all agency safety and security briefings and other fora.
  • Network with other security officers and organizations to obtain information which can used analysed to better understand the security environment and through this develop standard operating procedures relevant to the security setting in which programs are being implemented.

 Internal: All units within CARE

External: Local communities, local security forces, other INGOs/UN agencies

WORKING CONDITIONS:

 Based in Addis Ababa with regular visits to all CARE field offices.

Job Requirements

Qualifications Required

An appropriate university degree, preferably in the fields of security management, international relations, law or a comparable field or significant work experience and training as a professional security manager.

 Desired: Bachelor's Degree in a field related to humanitarian work or security risk management.

Technical Skill  Required

  • Strong assessment, evaluation, analysis and strategic planning skills.
  • High level of experience in developing security related technical tools guidelines and systems.
  • Excellent oral and written communication skills.

Desired
