Job Summary

The Senior HR & Admin Officer is responsible for handling of recruitment and selection process, training program scheduling and training evaluation report preparation, benefit administration and proper documentation.   She/he will also be responsible to lead the performance Evaluation process and onboarding system.

Key Functions

Recruitment

  • Maintain a recruitment plan and follow up status of recruitment for each position vacant.
  • Shortlist potential candidates and review final shortlist of hiring manager to insure it meets essential requirements for the position. Prepare, schedule and facilitate interviews and attend interviews on behalf of HR Department
  • Ensure job offer letters, contract agreements are timely prepared with job description
  • Ensure all new hired staff are scheduled for onboarding/ orientation program in one weeks’ time of onboard.
  • Work with the hiring managers and General Service in preparing office space, computers and other relevant equipment’s before the arrival of the new staff.   

Performance Management System

  • Ensure all staff has specific roles set objectives and received performance evaluation as per the timeline.
  • Ensure that staffs are aware of the performance evaluation process and systems.
  • Compile and report a performance evaluation results
  • Ensure to maintain a performance tracking for each individual and copies of Performance evaluations in their file.
  • Follow up with supervisors and employees that performance evaluation actions/recommendations are implemented, required support is provided to improve performance for all staff.

 Staff Development

  • Develop and maintain a training program of all internal and external trainings.
  • Compile the training and need assessment from the performance evaluation, collect feedback from staff and supervisors and develop major training needs for the year.
  • Identify internal and external capacity to conduct the trainings based on the identified need.
  • Develop training budgets and ensure trainings are implemented.
  • Ensure all training is monitored and recorded. For each staff member benefiting from training, ensure a file containing the training request form, certificate / report and other required document is maintained.

Benefit Administration

  • Pension: ensure that each employee has completed all pension formalities and has obtained a pension ID card
  • Keep and update staff leave records (annual, sick, maternity, parental, etc.)
  • Prepare & compile payroll and overtime information and submit them on time.
  • Control all medical and insurance process.

Employee relation

  • Advise Managers and Supervisors on staff management, managing employee relations and grievances.
  • Build culture of teamwork, commitment, and performance across all departments
  • Acts as a liaison between department managers and union representatives.
  • Provides advice and counsel to managers and supervisors regarding personnel practices, policy and employment laws.
  •  Perform other duties as assigned by Management

Education Qualifications and Requirement

  • BA degree in Management, Business Administration, Personnel Management and related fields.
  • Proven skills in administration and human resources management.

Experience

  • Minimum 4 years of experience in human resource, staff training and development coordination,
