Title:  Adolescent and Youth Health Advisor (AYH) seconded to FMOH

Program/Office: EngenderHealth Ethiopia, Family Planning by choice (FPbC) project

Reports to: Functionally to AYH Case Team Leader, MCH Directorate Director, FMOH and administratively to Sr. Advisor, Policy and Health System Strengthening, EngenderHealth, FPbC programme

MoH has developed and implemented the first national Adolescent and Youth Reproductive health strategy (2006-2015) and is currently in its final year of implementing the second adolescent and youth health strategy (2016-20). This strategy committed to address broader adolescent and youth health concerns: sexual reproductive health, substance use, mental health, communicable and non-communicable diseases, nutrition, and injuries. The ministry is also currently finalizing the second Health Sector Transformation Plan (HSTP II) that gave due attention to adolescents and youth health (AYH) programming in the coming 5 to 10 years. As soon as the HSTP II document is finalized, the Maternal and Child Health (MCH) directorate at the MoH will revise the next AYH strategy that last to the next five years (2021-2024). 

MCH directorate established a new AYH case team to effectively support the implementation of AYH program coordination, resource mobilization and management in collaboration with partners and sector organizations. The MoH requires engaging a consultant who is going to provide a technical support for the implementation of AYH program at the MCH directorate with the support of EngenderHealth. EngenderHealth is one of the major partners supporting the ministry through gender and youth transformative approaches to achieve transformational change leading to social and economic progress, and sustainable development.

EngenderHealth seeks applications from experienced technical expert to serve as Adolescent and Youth Health (AYH) Advisor for MCH directorate at the MoH. The aim is to ensure essential health services delivery to adolescent and youth, and implementation of the mitigation plan for AYH services during COVID 19. This will be a local hire position for six (6) months only with an anticipated start date by the end of November 2020. JOB SUMMARY: 

The AYH Advisor will be part of the advisors team seconded to MoH’s MCH directorate and provides high level TA to the Director, Team leaders, staff and other relevant Directorates on adolescent and youth health. He/ She is expected to play roles in providing a comprehensive technical support for the directorate in general and to the AYH case team in particular by engaging in various programmatic activities ranging from plan development to implementation, monitoring and evaluation of activities for six months. The adviser will support the coordination, resource mobilization and capacity building to regions through consultation and guidance of the case team coordinator and director. 

The AYH adviser will strengthen strategic information and research on adolescents and youth, promote a supportive and enabling policy environment and facilitates youth engagement and ownership of health programs. He/she is also expected to develop, lead and coordinate national policy, regulations, and strategies on adolescent, youth health, and development. Besides, he/she provides technical guidance and support to EngenderHealth Ethiopia Country Program in areas of AYH Programming. 

DETAIL DUTIES & RESPONSIBILITIES:

  • Support the Ministry of Health, MCH directorate, AYH case team in the and implementation of essential services and AYH mitigation plan
  • Coordinate national partnerships and technically manage the program through the AYH TWG plat forum, directorate forum and review meetings and provide support in designing agenda, email communication, taking meeting note and minute dissemination and follow up the implementation of action points.
  • Provide technical support on national AYH strategy (2016-2020) revision process by developing ToR, work plan
  • Designs/develops innovative strategies and approaches to strengthen AYH program, coordinate, and participate in the development of technical resource material (operational frameworks, guidelines, training material for capacity building)
  • Provide technical support for school health and factory’s youth friendly service
  • Support the implementation of quality AYH program at twenty government youth centers through providing training, resource mobilization and supportive supervision
  • Strengthen the monitoring and supportive supervision of AYH programs; ensure that the AYH agenda is addressed at all coordination forums
  • Works with MCH directorate to ensure effective intra-ministerial convergence among national programs (MCH, communicable and non-communicable diseases including mental health and cancer)
  • Guide and support RHBs and the lower level structure as they lead the establishment of Adolescent and youth friendly services in health facilities within their respective jurisdictions
  • Prepare periodic reports and disseminates results in a wide range of venues; in collaboration with EngenderHealth KMMER and other team, establish data/evidences to monitor and evaluate the implementation and impact various AYH interventions.
  • Encourage good practice by promoting and championing the child protection policy and procedures and respond appropriately to disclosures or concerns which relate to the well-being of a child or vulnerable person.
  • Perform any other tasks as appropriate and as assigned by the immediate supervisor, at the MCH directorate and EngenderHealth.

Job Requirements

Education, Experience and Skills

  • MPH, MA in sociology or social work and a minimum of eight years relevant work experience in adolescents and youth health in general
  • Experience or direct knowledge on adolescents and youth programing.
  • Knowledge about the current health policies and programs of the country with commendable understanding of the health service delivery systems
  • Demonstrated in-depth knowledge of SRH/ FP and experience in the design, implementation, and monitoring and evaluation of FP and other SRH programs in Ethiopia.
  • Have passion and commitment to work with and for adolescents/youth with excellent interpersonal skills, ability to organize and motivate others, and work in a multi -cultural environment,
  • Liaising skills, communication, teamwork, organized and well planned to meet deadlines. 
  • Experience on humanitarian response particularity on SRH and implementation of MISP (minimum initial service package) for humanitarian setting
  • Recent and direct experience in working at MoH/RHBs, and in providing technical assistance for academic institutions is advantageous
  • Knowledge of computer software packages for health as well as evidence and insight gathering; putting things in to visual for adolescents and young people
  • Demonstrated experience of working effectively safeguarding children and vulnerable populations.

Language Requirement:

  • Proficiency in English and Amharic.
  • Knowledge of one or several other regional working languages would be an added advantage.
