In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship. 

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

TWASH is a five year USAID funded project implemented in all regions except Addis Ababa with consortium organization responsible for different intermediate results which are complementing each other. Latrine and water point constructions are one of the key activities that PLAN International Ethiopia is responsible to undertake.

Direct reports – The incumbent will report to the TWASH project manager at Co level 

Key relationships

Internal – WASH team at CO and SNNP PA team

External – Donor and construction monitoring agency

Accountabilities and MAIN WORK ACTIVITIES

The incumbent will be responsible to

• Oversee implementation and monitoring constructions to ensure high quality standard. 
• Ensure the technical soundness, appropriateness and general quality of latrines and water points design and planning.
• Ensure latrines and water point at strategic health centres/health posts are constructed based on the design and BoQ.
• Conduct weekly supervision to construction sites jointly with monitoring organization and other concerned project team
• Support contractors on the spot to meet the expected quality standard and make sure all issues raised by the monitoring and the donor organizations are addressed very timely
• Make sure payment requests are prepared and submitted timely by contractors and conduct a review of the requests to check whether or not it is appropriate and based on the actual work deliverables.
• Provide regular update on weekly basis to immediate supervisor and program area manager and work on “online activity tracker” to enhance effective monitoring at all level.
• Establish partnership and ensure participation of local government in the construction process as they are the final end users of the constructions.

Financial Responsibility – review of payment requests by contractors and provide a feedback to the finance and program team is expected from the job holder.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

• Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
• Ensures that the team members under supervision are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
• Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
• Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted. 

Job Requirements

Qualifications/ experience essential:

• BSc Degree in Civil engineering, Sanitary or Hydraulic Engineering and other relevant field of study with at least 5 years relevant experience in similar=r construction supervision and coordination role particularly latrine and water point constructions and out of which 2 years of NGO experience.
• Demonstrated experience in the management (feasibility study, design, construction, supervision etc) of water supply and sanitation projects.
• Experience in contract document preparation, negotiation management, and development of bid documents, Bill of quantities and specification, as well as supervision and administration of projects.

Qualifications/ experience desirable:

• Knowledge of the water, sanitation and hygiene sector.
• In-depth knowledge of construction supervision and child centred community development programming.
• Knowledge of effective participatory M & E and Research systems and processes
• Excellent interpersonal skills, including the ability to build relationships with colleagues.
• Excellent written and oral communication skills
• Strong negotiation, influencing and problem solving skills.
• Ability to analyze information and evaluate options including planning skills.
• Proficient in computer skills and use of relevant software and other applications.
