DUTIES AND RESPONSILBILITIES

 The Regional CHCT Manager will be the senior leader of the CHCT project at the regional level with a mandate to work closely with the RHB, RHAPCO and the CBOs, HIV/AIDS and other related project-implementing partners in the region.

The position holder is expected to work 40 hours per week. The position requires to work with multiple projects in which Project HOPE is a lead partner and sub partner. The task requires closely working with the Ministry of Health, Federal HAPCO, regional Health Bureaus, Sub-awarded LIPs and other governmental and non-governmental stakeholders. 

SPECIFIC RESPONSIBILITIES 

 1.The Regional CHCT Manager is responsible to lead the project staff and coordinate with local implementing partner CSOs, FBOs and CBOs to achieve the UNAIDS 90-90-90 goals and address Ethiopia’s community based HIV care and treatment strategies

2.Provide a leadership role to build the capacity of CHCT regional team, CSOs, FBOs and CBOs in project implementation, monitoring and evaluation.

3.Together with CSOs, FBOs, CBOs and Regional Health Bureaus (RHBs) and Regional HAPCO (RHAPCO) lead the preparation of regional annual, budget and quarterly plans

4.Support LIPs to implement the first 90 target, per CHCT’s year 2 scope of work i.e. actively referring clients for Health Facility Initiated ICT services provided at health facilities and strengthen HIV disclosure among discordant couples

5.Build the capacity of PLHIV associations, members and their volunteers to help them deliver and coordinate an integrated service package through a network of providers.

6.Coordinate the trainings, and assures quality of training under the CHCT program

7.Closely works with the local implementing partners (sub-recipients) in the implementation of the CHCT program within the region

8.Work with health facilities and PEPFAR project implementing partners to create the continuum of care between the health facilities and CHCT program.

9.Provide targeted technical assistance to HIV/AIDS team of the Regional Health Bureau and Regional HAPCO based on identified needs, including but not limited to community based care, treatment, and support; and CBO capacity development.

10.Work with organizations working in food security, nutrition, economic strengthening opportunities, and village savings and loans (VSL) groups and link PLHIVs to get the support.

11.Work with the organizations implementing the PEPFAR’s comprehensive care package for gender based violence (GBV) victims, promote gender equality and decrease stigma and discrimination

12.Organize and lead the quarterly and semi-annual review meetings between local implementing partners, scale up woredas, regional HAPCO and RHB

13.Lead the quarterly and annual report preparations and submission to the country office and government counterpart.

14.Coordinate all project-related data archiving and filing for Project HOPE.

15.In collaboration with the M&E staff, support regional GoE structures and LIPs with supportive supervision during data collection and data compilation activities.

16.Provide CHCT’s central team staff and partners with routine data analysis and feedback.

17.With support from the M&E Specialist, conduct regular Data Quality Assurance (DQA) exercise

18.Lead and coordinate site visits by the central CHCT team, HQ staff, the Government and USAID (including SIMS visits).

19.Ensure proper documentation of data and best practices in both hard and electronic copy

20.Undertake other responsibilities as assigned by the supervisor.

21.Closely monitor and track the achievement of for the different LIPs working in the region

Job Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIRED: 

  • Master’s Degree in Public Health or equivalent.
  • Minimum of eight years of experience, including prior experience with HIV Prevention, Care and Treatment
  • Previous five or more years of managerial experience in similar positions
  • Demonstrated ability to communicate clearly and concisely in written and spoken English.
  • Proven ability to develop effective working relationships with and technical assistance to partners particularly Regional Health Bureaus.
  • Excellent organizational and prioritization skills, and attention to detail.
  • Previous USAID project experience preferred.
  • Ability to travel up to 40% of the time in program implementation areas and Addis Ababa.
