Project Officer- WASH

Job Summary

The purpose of the community Facilitator position is to provide overall technical, organizational support and play facilitation role in communities. She/he is assigned to promote community transformation through sharing technology and best practices, awareness creation and education, information and communication for enhanced emergency WASH support project in light of COVID-19. She/ He facilitates and encourages active participation of project participants and communities in the whole project cycle management. Establishes and maintains close working relationship with communities and community organizations particularly with PSNP institutions and participants in her/his working area. The facilitator works closely with other woreda government and community structures .

RESPONSIBILITIES AND TASKS

 Facilitate community action planning and targeting

  • Supports the project participants identification and targeting with agreed selection criteria
  • Facilitates community meetings and community action plan (CAP) preparation and ensure that the participation of each community groups in problem identification, planning, implementation, monitoring and evaluation;
  • Ensures CARE’s key program principles of accountability, empowerment, non-discrimination are followed in community analysis and action plans;
  • Supports and facilitates the development of action plan as required by the project
  • Ensures project participants are identified and selected in a participatory manner and full acknowledgement of the whole community;
  • Reviews the plan with the partners and representatives of the community and her/his supervisor;
  • Prepares progress updates and reports periodically.

Facilitate implementation of project activities and monitoring

  • Ensures that implementation is informed by CARE’s core programming approaches and principles, gender equity and community level advocacy in particular;  
  • Provides technical and organizational assistance during
  • Leads awareness creation and promotion sessions on COVID-19 responses through various community mobilization participatory tools, such as dramas, roll plays, songs, etc.;
  • Arranges/facilitates cross visits and conduct on site trainings for community leaders, committees, elders, youth groups, and representatives and other members as deemed necessary ;
  • Builds capacities of the community representatives and committees undertake participatory monitoring of the implementation of the project works;
  • Documents lessons learned and report to her/his supervisor.

Strengthen partnership, institutional linkages and working relationship

  • Represents CARE at woreda and village level as a member of task force;
  • Promotes to integrate the plan of the project to be owned by the respective stakeholders
  • Closely works with government institutions, CBO’s and communities to ensure adequate linkages are established.

Reporting and Learning

  • Prepares weekly, monthly and quarterly reports and submit to her/his supervisor;
  • Supports and facilitates community involvement in annual innovation and knowledge fairs;
  • Collects basic information, best practices, case studies and lessons and report to her/his supervisor;
  • Undertakes personal professional development initiatives identified with his/her supervisor.

Job Requirements

 QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

  • Diploma in health sciences

Desired

  •  Diploma or BSC in clinical nurses other related fields.  

B) EXPERIENCE

Required:

  • Above two years related work experiences in humanitarian

C) TECHNICAL SKILLS

Required:

  • Communication skill, good human relations, willingness to reside in rural areas;
  • Firm belief in teamwork, gender equality, sensitivity, conceptual humanitarian assistance

D) COMPETENCIES:

Respect, accountability, courage, excellence, stress tolerance, information monitoring, developing teams, interpersonal skills, coaching, problem solving, planning and organizing.
