Specialist- Livelihoods

 JOB SUMMARY.

 

The purpose of the Specialist- Livelihoods position is to provide technical lead for the design, implementation and follow up of all activities related to livelihood. S/he will lead the development of the training manuals, facilitation of trainings, development of guidelines and provide overall technical support during the implementation of all the livelihood activities to the desired quality and quantity. The LS will also oversee the design, pilot testing and documentation of potential promising practices/best practices that have a positive and lasting economic impact on the lives/vulnerabilities women and girls.

 

He/she provides capacity building and technical assistance to project staffs and partners in undertaking livelihood analysis and implementing interventions, while ensuring effective monitoring, evaluation and documentation. 

 

 RESPONSIBILITIES AND TASKS:

 

  Livelihood approach adaptation, training guide development,

 

·      Adopt overall technical approach, implementation strategies, methods and guidelines for sustainable livelihoods program interventions that take into account the factors and vulnerabilities of women and girls to harmful traditional practices (HTP);

·      Identifies and promotes innovative livelihood programming approaches and interventions to achieve program objectives, and suited to Increased rejection of and improved response to FGC and EM by community members, service providers and Government authorities;

·      Uses the lessons within the organization in finalising the strategies, methodologies and the implementation and monitoring and evaluation plans (with measurable outputs and indicators of success);

·      Monitors progress and provides ongoing feedback to partners’ livelihood program managers, proposing adjustments in annual implementation plans according to emerging needs and priorities;

·      Jointly prepares annual implementation plan and monitoring system for the Livelihoods component of the project.

 

Capacity Building and technical support

·      Organises and coordinates needs assessment for the capacity building in relation to livelihood project implementation strategies, methodologies, and activities;

·      Development a training material; organises and facilitates training courses, cross visits and apprenticeships.;

·      Organises and facilitates technical support to project staffs through continuous on-site intensive support in organizing VSLAs, financial management skill transfer, creating linkage with financial institution, business plan development and support VSLAs in income generating activities;

 

Learning, Reporting and Documentation

·      Prepares required reports on time, and of high quality that convey the livelihood program component’s progress towards achieving best practices and impact in the targeted communities;

·      Coordinates with project gender and accountability advisor to mainstream gender issue ain all the project cycle management.;

·      Ensures documentation of implantation processes, Lessons learned and Best Practices in the Livelihood component, and design strategies for replication/scaling-up tested approaches throughout the project and beyond;

·      Keeps up to date with developments in the sector, including best practice examples in-country and internationally, to ensure ongoing organizational and personal development and learning;

 

  Representation and Networking

 

·      Promotes and maintain a positive image of the project and CARE Ethiopia at regional, and local levels;

·      Establishes and maintain productive relationships with government offices, non-government organizations, expert institutions and the private sector;

·      Prepares for and participates in relevant partner meetings and workshops;

·      Contributes in relevant CARE meetings and workshops.

 


Job Requirements

QUALIFICATIONS (KNOW HOW)

 

A) EDUCATION

Required:

·       BA degree in business, economics or social sciences, or equivalent combination of education and work experience.

Desired:

·       MBA or Masters in development field related to rural and economic development.

·      .

B) EXPERIENCE

Required:

  5 years of progressive responsibility relating to economic development within the holistic livelihoods security framework in rural areas of developing countries including experience with sustainable livelihoods or other people centered approaches and experience within livelihoods promotion in HTO and women empowerment context.

·      Experience with undertaking capacity building initiatives and training guide development;

·      Experience with facilitating trainings on livelihood.

·      Experience working on disability mainstreaming.

Desired:

·      Previous experience working for an international NGO.

Strategic, operational planning experience

C) TECHNICAL SKILLS 

Required:

·      Livelihoods promotion program design and management;

·      Computer skills (Word, excel);

·      Excellent written and verbal communication in English Language;

·      Effective interpersonal skills. Maturity, initiative, tact and a high sense of responsibility. Ability to work harmoniously with people of different educational and cultural backgrounds;

·      Ability to analyze technical issues, to write clear and concise reports and make effective oral presentations;

§ Strong organizational skills and ability to coach staff and partners in an empowering manner that encourages innovation and accountability;

 

Desired:

·      Livelihoods analysis and profiling, household economy analysis methodologies;

·      Proven training and facilitation skills;

·      Computer skills in database management.

·      Driving license.
