ABOUT THE POSITON:

The Senior MEDIA AND COMMUNICATION OFFICER (SMACO), based in GOAL Head Office in Addis, Ethiopia, will: - 

  • Liaise with the Senior Communications Manager in HQ in Dublin on providing multi-media content on GOAL’s work in Ethiopia, and other country’s as required
  • Work with the MEAL unit to provide skills and capacity in the multi-media (film, audio & print) documentation of GE and GE Partner Projects.
  • Work with staff in the field to produce high quality material that captures the work that GOAL implements.
  • Develop small-scale programmatic interventions aimed at enabling community members to use media to produce their own documentation of their lives.
  • Ensure that all GOAL Ethiopia visibility actions confirm to standard and agreed design and quality criteria that are in line with GOAL International and donor requirements.
  • Be responsible for ensuring the coordination and organization of country level public relations requirement.

Key responsibilities:

Planning and MEAL Quality

  • Lead on the development and oversee the rollout of an organizational MEAL system- MIS for emergency Conceive, design and produce video, audio and print documentation with the assistance of the MEAL Manager, the Knowledge and Learning Officers , ACD – P and CD
  • Collaborate with senior GE Programmes and support staff to come up with innovative ideas for subject material for documentation.
  •  Liaise with communications staff in Dublin to ensure all products are relevant and conforms to GOAL International requirements.
  • Liaise with GE Compliance Officer and Grant Managers visibility requirements for all grants are met and documentation is correctly field.
  • Develop a visibility plan that will feed into a procurement plan in collaboration with the budget holders for grants in line with donor requirement
  • Collaborate with and where necessary train, field – level staff to enable them to conceive and design their own – multi – media mini-projects.
  • Work with GOAL’s graphic design partner (s) in the private sector to design and produce high quality promotional print materials that conform to GOAL International requirements and standards.
  • Collaborate with Programme staff, Program Team members and ACD – P to design and implement small scale - scale pilot projects that focus on enabling GOAL programme community members to acquire the skills to enable them to produce their own multi-media outputs.
  • Work with Programmes and logs staff on the design and procurement of all GE visibility materials to insure uniformity and quality to a very high standard that meets the requirements of GOAL International and donors.
  • When required by the CD or ACD-P, provide promotional materials to meet different Public Relations Requirements.
  • Actively seek opportunities for raising the public profile of GOAL Ethiopia using broadcast or print media.
  • Provide assistance to other GOAL country programmes as deemed necessary
  • Seek for CD approval prior to release of any media sensitive information and communication

Job Requirements

  • Bachelor’s Degree in English , literature or Social Sciences
  • A minimum of five years of professional experience in the area
  • Qualification in the use of video, editing, documentary production etc.
  • Good communication skills and written and oral proficiency in English
  • Data Privacy experience
  •  Excellent computer skills – including video editing and graphic design packages.
  •  Ability to work under pressure and meet tight deadlines.
  • Willingness to travel, at short notice
  •  Flexibility and eagerness to learn
  • Team player and ability to work with minimal supervision.

Desirable qualities, skills and competences:

  •  Working knowledge in budget and grant management.
  • Understanding of key donor visibility requirement
  • Experience in procurement and related logistics management.
