Job Description

Dimensions of Role:

  • Responsible for monitoring and supporting the latrine and water point constructions and provide guidance and support to contractors, masons and other work force in the construction process.
  • In close communication with and supervision by Roving WASH construction coordinators, overseeing implementation and monitoring while ensuring quality program delivery of the overall TWASH construction activities on site.

Project design, implementation and reporting

  • Prepare periodic work plans or schedules and reports/updates which are basis for construction deliverables.
  • Ensure the technical soundness, appropriateness and general quality of latrine and water point construction is based on the design and BOQ.
  • Provide technical support to awarded contractors and other work forces deployed by contractors on site and ensure that all constrcution activity is going on according to the design and construction defect dosen’t occur in the process.
  • Under the leadership of Roving WASH construction coordinator, enforce the execution of constructions are as per the standard quality. 
  • Ensure effective and efficient management of financial resources, including monitoring expenditures, and implementing cost control measures.
  • Establish good working relationship with contractors, partners, donor, government, construction monitoring/inspecting agencies and other organizations
  • Provide timely coordination and guidance in the delivery of other construction activities undertaken in PIE supported programs areas.
  • Periodically collect information about the construction progress on the site and share to all concerned units timely.
  • Resolves challenges typically occurring in the construction process by discussing with roving WASH construction coordinators and make frequent communication with all concerned PIE structures.
  • Ensure the highest level of project quality and its link with the overall country program. This will be strengthening accountability, planning, management, adherence to policies and procedures, promoting a culture for delivery of results, both short and long term.

Educational Qualification and Experience

  • College diploma in engineering/BA Degree in Civil engineering, hydraulic engineering and other relevant engineering fields, with at least 4 years relevant experience for diploma holder and 2 years of experience for BA degree holder in construction supervision and monitoring work  
  • Demonstrated experience in the monitoring/supervising construction activities on site.
  • Knowledge
  • Knowledge of the water, sanitation and hygiene sector.
  • Knowledge of child centred community development programming.
  • Knowledge of development issues, trends, challenges and opportunities and implications to community development.
  • Skills Specific to the Post
  • Excellent interpersonal skills, including the ability to build relationships with colleagues.
  • Excellent written and oral communication skills
  • Strong negotiation, influencing and problem solving skills.
  • Ability to analyze information and evaluate options including planning skills.
