I. JOB SUMMARY:
The Climate and Economic Resilience Advisor will support the design and implementation of livelihoods recovery interventions in the form of crisis modifier to impacts of COVID-19, desert locusts and any other shocks as they arise across Livelihoods for Resilience Activity areas. S/he will also lead climate change adaptation and resilience activities under the project and provide support to related projects.
II. RESPONSIBILITIES AND TASKS:
Job responsibility #1: Lead cash-based livelihood recovery and economic resilience interventions (40% of time)
Job Responsibility #2: Lead and coordinate climate change adaptation interventions (20% of time)
· Liaise with relevant local stakeholders and guide the planning and timely rollout of participatory scenario planning, taking into account the local context and COVID operational procedures
· Communicate and check in regularly with implementing partners to ensure the timely delivery of seasonal weather information and advisories from participatory scenario planning to VESA members and non-project farmers through government structures
· Support implementing partners to ensure sustainability by the institutionalization of participatory scenario planning in the government system/structure
· Liaise with, and build the capacity of, regional meteorological service centers, including developing an MOU for the handover of participatory scenario planning processes to zonal Agriculture Office and Disaster Prevention and Food Security Office and/or other stakeholders
· In consultation with Chief of Party, Deputy Chief of Party, and other relevant CARE projects (notably SPIR DFSA), organize a learning event (field visit) on participatory scenario planning for national government stakeholders and NGOs working on the Productive Safety Net Program (PSNP)
· Provide technical support to implementing partners in disseminating findings (manual/guidelines) of the climate vulnerability and capacity assessment for government use after project phase-out
· Support implementing partners in organizing regional learning events/field visits for government stakeholders on climate vulnerability and capacity assessment rollout and its benefit with regard to helping VESA members apply climate change adaptation strategies/measures
· Assist implementing partners to identify viable and appropriate climate change adaptation technologies (such as improved cook stoves) and to develop a strategy for technology promotion
· Closely follow up and monitor promotion of climate change adaptation technologies in the field and provide support and technical inputs (on-site when possible)
· Conduct a project-level internal learning workshop and cross region learning event (if restrictions are lifted up and safe movement is possible) on climate change adaptation and resilience approaches, on processes of rollout, collaboration of stakeholders, benefits and challenges/limitations, in consultation with the project’s Deputy Chief of Party and implementing partners
· Contribute to identification and consolidation of learning (such as preparation of learning brief) on roll-out of climate change adaptation and resilience approaches
Job responsibility #3: Monitoring and evaluation, information management, and quality assurance (20% of time)
· Cross-check data from field, compile, and submit quarterly and annual report sections on resilience and climate change adaptation
· Review climate change adaptation and resilience sections of intermediate results assessments, rapid monitoring surveys, and other reports, and provide in-depth analysis and feedback
Job responsibility #4: Collaboration (15% of time)
· Ensure effective internal working relationship with other projects and units within CARE Ethiopia and maintain positive partnership with external stakeholders (including IPs, government offices, and regional meteorological center)
· In addition to Livelihoods for Resilience Activity, support the Organization for Rehabilitation and Development in Amhara (ORDA) team in Woldia and Meket clusters on implementation of G9Ark project (a complementary project designed to support agroforestry) by providing technical support and guidance
· Facilitate the process of creating common understanding among ORDA staff and government partners about the project, and supporting them to increase their capacity on the project approaches
· Closely communicate and follow up with the ORDA team to smoothly startup and effective implementation of G9Ark project
Job responsibility #5: Gender equity and diversity, and other (5% of time)
· Ensure that activities are designed with gender equity and diversity in mind
· Complete other tasks as assigned

B) Experience:
Required:
· Seven years of work experience in development, livelihoods and food security, climate change adaptation and resilience programs and related areas in an NGO setting
· Experience in livelihood recovery, and cash and voucher programming
· Practical experience working with rural poor community members, such as PSNP households
· Solid experience in facilitating discussions, workshops and trainings for staff and government experts
