Job Description

Job purpose: 

To manage and direct all water and Infrastructure development projects to attain maximum benefit for the intended program beneficiaries. To plan, design and Implement various water and infrastructure development projects with the best satisfaction of the community without compromising the desired quality and service value. Moreover, to provide the required expertise for partners so as to attain the mutual objective with the best satisfaction of Concern, partner organization and the community including cross cutting issues like accountability, gender, inequality, HIV/AIDS, DRR and controlling the spread of COVID-19.     

Main duties and responsibilities: 

Ø Plan and design Water and Infrastructure civil works with consultation of line managers and department staffs

Ø Enthusiastically involve in any multidisciplinary study team that require respective expertise.

Ø Whole heartedly participate in the project planning and design phases of programs/ projects with the relevant partners and stakeholders

Ø Undertake technical, managerial and financial planning liaises with the relevant departments

Ø Responsible to prepare bid and contractual documents based on the construction guideline avail be the organization

Ø Conduct and compile base line data appropriate to the department

Ø Promote and ensure community participation and initiatives through all possible methodologies in all project phases

Ø Manage all Water and Infrastructure project resources based on the system laid by the organization.

Ø Direct and support subordinates on major engineering works

Ø Train and coach subordinate staffs to excel on their work based on the HR training manual prepared by Concern.

Ø Manage the hardware and software parts of the project based on the frameworks set by the organization

Ø Ensure that the planned activities are performed with in the given time frame and budget allocated while respecting the quality aspects

Ø Responsible to check and approve payment certificate/documents of contractual works as per the terms of agreement engaged with.

 

 

Ø Monitoring and Evaluation

Ø Undertake Monitoring and Evaluation of Water and Infrastructure projects based on the M&E formats developed by Concern

Ø Document learning from implemented projects and share for others across the organization

Ø Set regular monitoring plan for department specific with appropriate tools

Ø Take part in WASH knowledge, Attitude and practice (KAP) surveys and project evaluation in data collection, data entry, analysis and reporting in order to evaluate the impact of sanitation and hygiene promotion activities 

 

Ø Coordination and networking

Ø To liaise with Government woreda water and Health offices and other relevant actors as requested by the line manager

Ø Establish good working relationships with Concern staff, government bodies and other stakeholders

 

Ø Planning, Reporting and Accountability

Ø Contribute to the preparation of internal and external reports

Ø Prepare weekly, Bi-weekly, monthly and quarter report.

Ø Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them.

Ø At all times adhere to policies and guidelines of Concern.

Ø Give technical support to the field staff on mainstreaming gender, protection, accountability, HIV/AIDS, inequality and DRR in the implementation of hygiene and sanitation promotion

Ø Committed to CWW’s vision, mission and core values

Ø Ensure that all hygiene/sanitation promotion activities are documented and recorded including desegregated data and reported to the respective Project manager

Ø Document good practices and success stories for learning and sharing

Ø Additional Duties

Perform other duties assigned by the line manager for the accomplishment of program objectives.

Person Specification: 

Ø B.sc in water development engineer.

Ø 4 years’ experience in water development in INGOs development programs in rural and remote areas in Ethiopia.

Ø Excellent written and spoken English language

Ø Experience in providing training and capacity building for staff

Ability to understand and respect the cultural, religious and political environment and to work well with staff and local authorities in a diplomatic manner. 

Competencies:

Ø Knowledge of participatory approaches

Ø Ability to work with teams at distance and good team player

Ø Analytical skills

Ø Strong interpersonal and communication skills

Ø Computer proficiency
