IMMEDIATE EXTERNAL VACANCY

PURPOSE OF THE JOB
The position holder will be responsible for the overall coordination of Improving COVID-19 IPC and WASH Preparedness and Response in Health Care Facilities project. He/she will ensure central coordination of the overall Project activities in the target health care facilities (HCFs) located at seven woredas namely Sasiga and Diga woredas of Oromia region; Bambasi and Assosa woreds of Benishangul Gumuz Region, and three woreda towns of Lay Gayint, Tach gayint and Simada of Amhara region (Nefas Mewcha, Arbe Gebeya and Wogeda town administrations). Appropriate coordination on planning, implementation, monitoring, reporting and appropriate resource and project stakeholder management. The key project activities of concern include water supply schemes rehabilitation, hand washing facilities establishment, water treatment, hygiene promotion and hygiene kits supply, IPC trainings and medical supplies to target beneficiaries.

 

ESSENTIAL TASKS AND RESPONSIBILITIES

  • Plan, coordinate and provide technical and managerial support for the effective implementation of OFDA-COVID-19 IPC and WASH preparedness and response project in three township administration and two woredas in Benishangul Gumuz and two woredas in South Gondar Zone
  • Coordinates and develops the project activity and budget reports
  • Effectively coordinates overall project activities implementation in close consultation with each project focal persons (ICD, CA and DFSA)
  • Coordinates and develops timely activity and budget reports such as monthly and quarter reports
  • Establishes and coordinates proper activity and budget management progress tracking.
  • Coordinate with DMEL manager and Monitoring Coordinator for efficient project indicators tracking
  • Regularly travel to project location, provide technical support to project team and ensure that planned activities are implemented effectively
  • Coordinates to ensure all project activities are implemented in accordance with government and Donor requirements and as per the quality standard and agreed detail implementation plan;
  • Coordinate and participate in joint monitoring and assessment, capacity building and regular review meetings with respective COVID-19 taskforce as required.
  • Coordinates planning, implementation and monitoring WASH infrastructure rehabilitation works and hand washing facilities.
  • Coordinates and support COVID-19 materials supply procurement specially Addis Ababa level procurements
  • Ensure the quality of project outputs through regular supervision and monitoring to the project sites.
  • Coordinates and support to ensure target HCFs engagement in COVID-19 IPC and WASH preparedness efforts. 
  • Co-ordinates and support WASH facilities construction tasks at selected Health Care Facilities;                                                                                                                                                         
  • Handles other duties assigned by immediate supervisor.

  • Should adhere to all pertinent policies concerning safety and security policy of FH. Lapses in safe conduct can jeopardize the health and welfare of all staff.
  • Obligated to learn and understand the security situation where he/she works. 
  • He/she has a responsibility to become familiar to social, cultural and other associated features of their duty stations.
  • Abstains from inappropriate or offensive behaviour that can put FHE in a difficult position, impair operations, and jeopardize the health and welfare of all staff of FHE.
  • Should promote safe conducts and exercises caution in all work activities; staff should accountable for own personal and professional actions and conduct.
  • Safe guard the project/FHE beneficiaries.

Gender related responsibilities:

  • Be gender sensitive throughout COVID-19 response project implementation and beyond
  • Integrate gender in to COVID-19 response project activities.
  • Make sure all community groups: men, women, boys and girls are equitably addressed.
  • Facilitate meaningful engagement of people of concern in assessment, planning and monitoring processes and, therefore, decisions that affect their lives. Involving people with differing needs, priorities, capacities and vulnerabilities in the design/implementation of WASH and COVID-19 IPC activities in target HCFs.

SPECIAL DUTIES/FUNCTIONS OF THE POSITION

  • Closely work with projects focal persons (Senior ICD, CA and DFSA) and respective field level contacts for effective coordination. 
  • Maintain excellent working relationship with all personnel engaged in COVID-19 response project to attain meaningful intervention.

Job Requirements

EDUCATION AND EXPERIENCE 

  • BSc/MSc in Water Supply and Environmental Engineering, Water Engineering, Water Resource Engineering, Hydraulic, WASH and Health Related field with 5 years of relevant experience preferably with an NGO Setting.

OTHER REQUIREMENTS

  • Experience in Project Management. International Project Management Certification has added value
  • Previous experience on WASH in Health Care Facilities.
  • Previous experience on Emergency Health and WASH Response.
  • Very Good report writing and documentation skills
  • Knowledge of water treatment technologies
  • Ability to inspect WASH infrastructure construction defects
  • Ability to ensure WASH construction quality assurance and control (QA and QC)
  • Ability to plan and organize work to meet project objective.
  • Good knowledge of basic computer skills (ability to use ArcGIS, WaterCAD, Epanet) has added value
  • Ability to demonstrate project management best practice
  • Ability to effectively liaise with government, NGOs, community leaders and other stakeholders.
  • Previous experience of proper management/coordination of project key stakeholders’ expectation

LANGUAGE SKILLS   

  • Proficiency in spoken and written English language.
