Background and context

Selam Ethiopia is an international NGO (non-governmental organization) established in Sweden in 1997 that works on the thematic area of culture with the vision to promote social change through the enabling and empowering aspects of cultural life. The long-term vision of the organization and its partners is to contribute to a society that respects the culture of all citizens and evolves through a diversified cultural life based on participatory, gender aware and inclusive principles. Selam believes that a strong and vibrant culture sector can improve the society and function to contribute to overall development of the society as well as financial strength. Selam has been working together with various local implemeting partner and stakeholders.

SELAM, through its country office Selam Ethiopia, is a reputed name in the culture sector for:

• Catalyzing Sectoral Transformation through advocacy and engagement of relevant stakeholders, where we organized hundreds of networking and advocacy platforms – dubbed Selam Cultural Forum – a series of continual events for the last 10 years, with each edition focusing on a specific thematic topic in culture
• Facilitating Cross-Cultural Exchange mainly through organizing music festivals in Ethiopia, Sweden, Cuba, and other countries while providing opportunities and exposure to emerging artists and performers – our flagship annual music concert Selam Festival Addis is a testament.
• Brokering Knowledge via capacity building trainings by highly qualified international professionals to upgrade skills of Ethiopian musicians, sound engineers, artists, film makers, and professionals.

Objectives of the Project Mid Term Evaluation:

Selam is seeking to hire a consultancy company or individual  to undertake a comprehensive mid term evaluation to inform Selam and its stakeholders on the status with regards to project goal, objectives and outcomes. The information generated will inform all stakeholders on how the focus, scope and strategies were achieved.. The evaluation criteria shall base on:

• Examination of the project relevance, effectiveness, efficiency, impact and sustainability;
• Assessment the achievement of expected results as well as documentation of the unintended outcomes of the project;
• Documentation of project related success stories and challenges that Selam can build on for devising future intervention plans;
• Identification of key success factors arising from the strategies and approaches utilized during project implementation;

Scope of Work for the Consultancy:

• Development of an evaluation plan and budget
• Attend evaluations including inception meeting, presentation of the draft report and some that may be required from time to time
• Desktop review of project documents
• Development of evaluation tools for approval by Selam Ethiopia
• Develop a draft Mid term evaluation for review by Selam and stakeholders
• Present draft report findings to Selam and stakeholders in a workshop setting
• Finalize and submit final evaluation reports

Major deliverables: 

The consulting company will be responsible for the quality and timely submission of specific deliverables, as specified below. All products should be well written (reader-friendly and communicative), inclusive and have a clear analysis process.

• Share evaluation outline as draft inception report, analytical framework, methodology, evaluation tools and techniques, and a work plan;
• Give a presentation as PowerPoint of the inception report for finalizing the evaluation tools and techniques;
• Present a draft evaluation reports
• Incorporate essential feedback and submit final evaluation reports (electronic and signed hard copy);
• Submit summary reports (not more than two pages each), please note that this brief reports will be used for external audience;
• Handover all raw data (all transcripts, quantitative data, and data collection tools) to Selam together with the evaluation reports (electronic and hard copies).

Job Requirement

• Masters’ Degree in Social Sciences or related field (lead consultant);
• Strong experience with and knowledge of quantitative and qualitative research methods;
• Extensive knowledge and at least 7-10 years’ development experience related with M&E responsibilities;
• Good knowledge and proven experience in survey design, implementation of surveys and statistical data analysis is required;
• Experience in the use of participatory appraisal techniques in data collection and analysis;
