Position:                               Agricultural & Food Security Specialist                         

Duty Station:                       Addis Ababa with frequent field travel

Duration of Contract:          Fixed term contract (June to February 7, 2021) with possibility of extension contingent on funding availability

POSITION PURPOSE


Agriculture and Food Security Specialist (AFSS): based at FHE head office and devote for the overall program design, implementation, coordination, monitoring, evaluation, reporting and technical support for the PESS. She/he also coordinates the project implementation with Zonal, Woreda Agriculture office and Regional Manager in the signing of project agreement, purchasing seeds, and performing other project related activities.The Agriculture and Food Security Specialist, reports hierarchically to the Director of National Humanitarian Program. Administratively the position has no supervisory responsibility but technically, he is responsible to supervise three Emergency Seed Coordinators

ESSENTIAL TASKS AND RESPONSIBILITIES

Key Result # 1. Planning Activities    

1.1  Advice the National Humanitarian Program Director and Emergency seed coordinators to strictly abide to the principles guidelines of donor in the course of implementing the PESS and related projects/programs he/she may encounter.

1.2  Advices and provides technical support to all PESS operational areas in eight woredas of Wag Hemera zone, Amhara region in proper implementation of the seed program.

1.3  Guide the emergency seed coordinators in the preparation of activity and budget plan, and cash request during the first month of each fiscal year to meet the target set for the program period.

1.4  Gather and document project process, output and impact of PESS and related projects and feed into the organizational planning processes.

1.5  Involve in needs assessment, design and submission of emergency related proposals to donors in order to ensure sustainable funding sources for the department.

1.6  Ensure quality Agriculture and Food Security technical designs and outputs that meet project objectives, are aligned with International best practice, and consider cross cutting issues such as gender and sustainability.

1.7  Host donor visits and manage donor relations in regards to all Agriculture and Food security programs.

 

Key Result #2: Program Implementation

2.1  Advices and provides technical support to all PESS operational areas in Amhara region in terms of the seed program implementation.

2.2  Supports overall monitoring and ensure proper utilization of emergency response resources as per donor and FHE requirements;

2.3  Promotes the application of program quality standards (Sphere Guidelines) in emergency response activities;

2.4  Ensure woreda office of agriculture staff have played the agreed support to seed recipients’.

2.5  Ensure or maintain sound relationship with Government Partner offices at all levels.

2.6  Provision of sector expertise towards resource acquisition.

2.7  Maintains donor and Sectoral relations in relation to Agriculture and Food Security projects.

 

Key Result #3: Capacity Building Activities

3.1  Capacity building of program staff in the areas of emergency program design and implementation.

3.2  Organize on job training in Agriculture and Food Security approaches, management and project implementation for local staff.

3.3  Contribute technical expertise to new Agriculture and Food Security project designs.

Key Result #4 – Monitoring, Evaluation and Reporting      

4.1  Advices and provides technical support to all PESS operational areas in Amhara region in terms of the seed program monitoring and evaluation of the program.

4.2  Gather and document project process, output and impact of PESS and related projects and feed into the organizational planning processes.

4.3  Monitor and evaluate projects and write reports to the department and donors.

4.4  Facilitate midterm and final evaluation of PESS according the timetable agreed.


SAFETY AND SECURITY RESPONSIBILITIES

·        Apply Compliance of Safety and Security principles and policies of the organization by all subordinates of his section.

·        Communicating with staffs in PESS operational areas periodically and making sure that all staff members under his jurisdiction are aware of the safety and security procedures.

GENDER RESPONSIBILITIES

  • Publicly endorse FH is gender sensitive and inform the mandates of the Gender & Diversity groups, gender advisors, and gender focal Points.
  • Enforce the sexual harassment policy and on field visits, raise gender issues with staff, and spend time with Gender Focal Points.

Job Requirements

EDUCATION AND EXPERIENCE

  • MSs/BSc in Plant Science or related agriculture field
  • At least 8 years working experience for MSc and 10 years for BSc
  • Experience in Emergency seed support projects.
  • Experience working with zonal and woreda government stakeholders
  • NGO experience is a plus.

OTHER REQUIREMENTS

  • Experience of working in Addis Ababa, respective woreda or zonal level where he/she is applying.
  • Good experience and skill in computer (Microsoft word, power point and excel) and internet utilization.
  • Good presentation and interpersonal skills.
  • Effective team working skills and exposure to Agriculture and other task force meetings 

LANGUAGE SKILLS

·        Proficiency in spoken and written English and the country’s local language (s)
