JOB SUMMARY:

The Human Resources Specialist develops and manages the Human Resources function within Project HOPE Ethiopia to optimally achieve attraction, retention and development of staff/human capital. S/he is directly responsible for the overall administration, coordination and evaluation of the human resource function, and develops and administers various human resources plans and procedures for all staff. This entails the development, implementation and maintenance of effective people management processes, as well as the administration of staff matters concerning remuneration, benefits and records, human capital management and support services based on the actualization of potential and motivation to succeed in career.

SPECIFIC RESPONSIBILITIES: 

1.         Advises program managers on Project HOPE Ethiopia’s HR related policies and procedures and ensures the correct implementation thereof.

2.         Enforces policies and procedures and takes up deviations with staff directly to rectify.

3.         Determines organizational HR objectives and supporting plans with own staff and agrees on review and progression processes (in line with HR policies & procedures).

4.         Develops and provides systematic approaches to training needs analysis and subsequent Individual Development Plans as well as the support in terms of training, study, coaching and interventions. Generally, encourages development through studies and other means and creates supporting mechanisms to facilitate this.

5.         Institutes effective employment and planning processes that enable the attraction and selection of required potential and the retention through further growth opportunities. In addition, to plan for continuity of HR capacity in line with future needs.

6.         Applies selection mechanisms e.g. based on competency profiles that are well suited to check for required competencies.

7.         Processing all personnel action forms and ensuring proper approval

8.         Oversees hiring process, coordinating job posts, reviewing resumes, performing reference checks new-employee orientation, employee relations counselling and exit interviewing.

9.         Institutes a remuneration system suited to Project HOPE Ethiopia’s specific needs that will optimize staff performance and meet the latest optimal remuneration practices in Ethiopia.

10.     Ensures that Project HOPE Ethiopia’s policies and procedures are compliant to Ethiopian legislation.

11.     Plans, organizes and controls all activities of the department. Participates in developing department goals, objectives and systems.

12.     Institutes a central filing system and administrative capacity that comply with general administrative and HQ’s Internal Audit requirements.

13.     Establishes and maintains department records and reports. Participates in administrative staff meetings and Senior Management Meetings when necessary.

14.     Maintains company organization charts and employee directory.

15.     Performs other incidental and related duties as required and assigned by the Senior Leadership Team or the Country Representative.  

  Representation & Communication: 

1.         Responsible for cultivating a good working relationship with Unions should the need arise.

2.         Is responsible for negotiation with the Unions, if possible, on all related issues.

3.         Attends labor court issues and provides representation.

Job Requirements

·            Bachelor’s degree in human resources management, human sciences, industrial psychology or other related fields is required having a master’s degree is desirable.

·            Minimum of 5 years’ experience of human resource management, of which 3 years should have been Head of a human resources function or in more senior / independent HR role at professional / managerial level.

·            Good working knowledge of donor programs such as USAID, GFATM and PEPFAR is desirable.

·            Core competencies required may include ethical conduct, strategic thinking, leadership, decision-making and financial management.

·            The incumbent should have a good mix of abilities between task orientation and interpersonal / relationship sensitivity. Should be sympathetic to the needs of others while retaining focus on goal attainment.

·            Excellent English communication skills, both verbal and written
