  • የትምህርት ዓይነትና ደረጃ: በግዥና ሰፕላይስ ማኔጅመንት ወይም በማኔጅመንት ወይም በሰው ሃብት ማኔጅመንት ወይም በሜካኒካል  ምህንድስና ወይም በሲቪል ምህንድስና ወይም በህንፃ ምህንድስና ወይም  በመካኒካል ኢንጂነሪንግ ወይም  በሲቪል ምህንዲስና ወይም  በሌላ በተመሳሳይ የሙያ መስክ በዶክትሬት ዲግሪ ወይም በማስተርስ  ዲግሪ ወይም ተመጣጣኝነት ባለው የትምህርት ደረጃ የተመረቀ/ች፤
  • የሥራ ልምድ:በሙያው አግባብ የሆነ 8 ዓመት የሥራ ልምድ ያለው/ያላት እና ከዚህ ውስጥ ቢያንስ 5 ዓመት በኃላፊነት የሠራ/ች፤
  • ልዩ ሥልጠናና ዕውቀት: የግዥና ንብረት አስተዳደር ማኔጅመንት፣ በተለያዩ የኮምፒውተር ሶፍት ዊሮች ላይ አጠቃቀም፣ በተለያዩ የኢንጂነሪንግ ሶፍት ዊሮች አጠቃቀምና በMS Project እና በቡድን ሥራ (Team Works) ላይ በቂ እውቀት፣ ሥልጠናና ክህሎት ያለው/ት፤
