Role PURPOSE

The purpose of this position is to lead implementation of the child protection policy and program at the PA and/or refugee camp. It also is intended to ensure to support and linkages to the HTP and other country emergency response programs.

The post holder is responsible for the deliveries of results in line with pre-agreed program planes and objectives and oversee the implementation of the child protection policy in the PA and contribute towards achieving the country program goal of improved protection mechanisms and community practices against harmful traditional practices and violence against children. Plan International Ethiopia has put in place a child protection policy that all of its staff must adhere to and sign.

Dimensions of the Role

 

The Sexual and Reproductive Health (SRH) Officer will be responsible for providing technical assistance throughout the program cycle from design, implementation to monitoring and evaluation. S/he will be responsible for establishing and maintaining a system for regular communication with gender coordinator, CO SRH and CP technical staff for the Adolescent Girls in Crisis (AGIC) project.

The post holder will have a role of utilizing budget that will be allocated to the program area together with other child protection, youth program officers and gender coordinator in the emergency response and development programs when necessary.

The position holder will mainly work with volunteer social workers, community structures, and other partner organization representatives and will have a frequent contact with the beneficiary community. S/he will be the sole representative of Plan International at the grass root level where s/he will be assigned to work.

The post holder will be reporting to the line supervisor and will be collecting reports from the community volunteers on his part.

When necessary, the post holder will be responsible to work closely with and share reports with other likeminded agencies working in the area in consultation with the line supervisor.

The role holder is responsible to identify, and respond to the needs of the direct beneficiaries, coordinate and collaborate with fellow staffs, other agencies including government bodies working in the area. 

Accountabilities

 

Typical Responsibility

§  Support continuous quality improvement of integrated and stand-alone SRH programs including service delivery in clinical and community-based settings

Program Development

§  Assist with developing guidance to ensure the appropriate SRH components are integrated into emergency response proposals

§  Contribute to large proposal bids with an SRH component through literature reviews, development of technical approach, and working with country focal points

§  Contribute to assessment reviews and recommendations
Contribute to development of guidelines and protocols for SRH interventions, including roll-out at field level in order to achieve the highest program quality

Capacity Building and Mentorship

§  In collaboration with the child protection officer, establish and maintain regular communication with gender coordinator, and gender coordinator throughout the organization mechanisms such as newsletters, go-to meetings and other learning sessions etc.

§  Review and disseminate key best practice guidelines documents and provide individual support to country staff for implementation
Using guidelines on ‘we learn” and with support from focal points for knowledge management and learning, organize training materials, conduct capacity building of team members during field visits, remote support adolescents and youth using consultative process identify and prioritize technical guidance needs for SRH programming at community level

Representation and Reporting

§  Participate in internal and external technical meetings/working groups in order to contribute to global learning on RH, share PLAN’s successes and challenges in RH programming, and to learn about promising and best practices for PLAN’s learning

§  participate in networking on technical issues with other health NGOs with a view to identifying and facilitating partnership opportunities with guidance from country office team

§  Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive

§  To provide overall coordination, implementation and reporting of Emergency child protection and Youth (ECP) project of PIE in the intervention areas.

§  Conduct identification assessment, planning, intervention and follow-up for professional case management in support of vulnerable children.

§  Responsible to establish standard child friendly spaces (CFS) that can accommodate and ensure socially and culturally relevant services. 

§  Organize and provide guidance for community structures to provide child protection and youth empowerment programs on SRH issues in the refugee camps ad host communities when necessary.

§  To implement, monitor & follow up and report all CP/recovery projects in accordance with funding agreement and budget allocation made by Plan International Ethiopia’s Country Office and Program Area’s (PA).

§  To assess the outputs, outcomes and impact of program interventions and activities of Child protection and youth in Emergency and host community programs.

·         Facilitate child protection and youth project implementation in collaboration with Regional, Zonal and woreda protection offices and provide reports on weekly, monthly, and quarterly basis to PIE PA and CO and all concerned bodies.

·         Representing Child protection and youth protection in high profile different protection technical working meeting, cluster, camp level coordination meetings and other technical working group meeting as necessary.

 

·         Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 

Key relationships

 

·         The post holder will be technically working with community volunteers on the ground in collaboration with the, education/ECCE officers, UNHCR, ARRA etc. in his area of presence. S/He will be working as a team member with other officers during assessment and design of programs, planning and activity implementation, as well as reporting, monitoring and evaluation phases.

·         The post holder will have a direct reporting relationship with the child protection and youth programs coordinator. S/He will get direction from the coordinator regarding his role and responsibilities.

·         According to the need, the post holder is required to work closely with other agencies working I the area and primary agencies such as UNHCR, ARRA and local government 

Job Requirements

Technical expertise, skills and knowledge

Essential

§  MSC degree in Public Health required

§  At least 3 years of technical experience in international health programming including sexual and reproductive health

§  Technical expertise in areas of monitoring and evaluation, proposal development, assessments, and training

§  At least 2 years working experience in in refugee setting and prior experience in humanitarian response

§  Familiarity with international guidelines for sexual and reproductive health in both emergencies and development

§  Demonstrated creativity, ability to apply innovative thinking and problem solving skills

§  Strong computer skills including Word, Excel, PowerPoint and Outlook

§  Fluency in written and spoken English
