Job Description

NRC Ethiopia is seeking the services of a suitably qualified electrical engineering consultancy in order to bring the electrical systems in all of our offices around the country up to an acceptable standard of safety and reliability. At present the electrical systems that are available at our various locations have been installed over a number of years incrementally without any clear strategy or established specification. This piecemeal approach has resulted in electrical systems that are poorly implemented, unreliable and not fit for purpose.

Consultants must have technicians that hold vocational qualifications and must have several years of training and experience. Submissions must clearly demonstrate experience in assessing sites and drawing up plans and strategies for organisations in similar contexts.

Overall objective

The overall objective of the engineer/ consultancy is to ensure that all sites have electrical systems that:

·         Meet a good/ internationally acceptable standard of electrical safety while conforming to the standards defined in Ethiopia

·         Provide stable and reliable distribution systems to minimise disruption regardless of the particular issues related to the source of power

·         Are adequately planned and sized to allow for future power demands

·         Are standardised to the extent possible to facilitate future maintenance of the systems

List of offices/ sites:  NRC Addis Ababa , Country Office, Assosa , Area Office, Dollo Ado Area Office, Shire Area Office, Jigjiga Area Office, Bulehora Area Office, Gambella Area Office.

 

Expected outputs

The successful consultant would be expected to:

1.       Meet with NRC to better understand the requirements and objectives

2.       Conduct site visits to assess the current status of each office detailing the issues present at the site and options for solutions

3.       Evaluate the complete load in an office with the view to making changes to reduce load (and make the office greener)

a.       Produce technical evaluations of: Current actual power demand, Current power quality issues, Safety concerns, Reasonable extra capacity to be planned for future demand, Sizing of power sources to meet planned demand

4.       Recommend the prioritisation of sites and elements to start with. Safety concerns should be the key element that influences this recommendation

5.       Present options for solutions to issues detected in line with the objectives of the requirements listed above. Options will need to include estimates for cost of implementation of the various options

6.       Produce for the selected option for each site:

7.       Evaluation criteria for selection of eventual contractor

a.       Provide an estimate for: a. Monitoring the work of selected contractors, b. Testing & commissioning the work carried out by contractors

8.       Electrical installation must be carried out to the standards set out in Ethiopia. This will be in terms of voltage and the types of wall socket in use.

9.        The consultant should verify that suppliers are providing genuine quality stock.
