Job Summary:

You will manage and provide technical oversight of the development and implementation of the DFSA Program (CP) Monitoring, Evaluation, Accountability, and Learning programming, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

 Job Responsibilities:

·         Working the DFSA MEAL Manager II, provide management, guidance, and technical oversight of the DFSA MEAL strategy in line with Donor Guidance and CRS quality principles and standards, MEAL Policies and Procedures, and industry best practices.

·         Effectively manage talent for direct reports and partner staff on Monitoring, Evaluation, Accountability, and Learning. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.

·         Coordinate the development of program learning - identify opportunities for learning, research and publications in Monitoring, Evaluation, Accountability, and Learning. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.

·         Coordinate technical assistance and capacity strengthening activities in Monitoring, Evaluation, Accountability, and Learning for staff and partner organizations to enhance program quality and impact.

·         Coordinate the identification, assessment and strengthening of partnerships relevant to Monitoring, Evaluation, Accountability, and Learning and the appropriate application of partnership concepts, tools and approaches.

·         Ensure timely and appropriate Monitoring, Evaluation, Accountability, and Learning project expenditures in line with financial plans and efficient use and stewardship of project material sources. Ensure sound Monitoring, Evaluation, Accountability, and Learning financial resource allocation and application exist on projects

 

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

·         Master’s degree in economics, agricultural economics, statistics, biostatistics, nutrition or other relevant subject with strong quantitative background, and at least four years of experience in progressively increasing M&E responsibility in international development projects. The candidate must have experience in leading the M&E of a large project (more than USD 15,000).

·         Strong conceptual knowledge about theories of change, logic model, food and nutrition security indicators, M&E plan, data quality assurance, data utilization, and gender integration into M&E.

·         Demonstrated experience and expertise in developing and operationalizing a comprehensive monitoring and evaluation plan.

·         Demonstrated expertise and experience in developing and operationalizing routine monitoring system designed to track both output and outcome indicators.

·         Strong quantitative background and demonstrated expertise in designing annual monitoring surveys including probabilistic sampling strategy and estimating sample size, developing appropriate weights, and analyse quantitative data.

·         Demonstrated expertise in designing qualitative studies, in-depth knowledge about qualitative sampling, and experienced in using interview and interactive tools to generate qualitative information and analysis.

·         Experienced in developing data quality assurance strategies, data management, and data visualization.

·         Demonstrated expertise and experience in data utilization strategies and can creatively think about active data sharing techniques.

·         Excellent oral and written communication skills in English and other language(s), as required.

 Personal Skills

·         Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions

·         Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

·         Good presentation and facilitation skills
