Job Title: Project Coordinator for EPSA  

Position Type: Consultant

Duration: 8 months

Supervisor: Deputy Director General, EPSA

Posting Location: Addis Ababa

Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

In Ethiopia, JSI is implementing a grant from the Global Fund to support the strengthening of the Ethiopian Pharmaceuticals Supply Agency (EPSA). EPSA is the legal entity of the GOE charged with ensuring an uninterrupted supply of pharmaceuticals to the public at an affordable price.

The EPSA is currently undertaking a number of projects emanating out of the Agency’s Pharmaceuticals Supply Transformation Plan (PSTP). In order to ensure the successful completion of the Agency’s ongoing and strategic projects, EPSA is looking for a skillful and dynamic Project Coordinator.

We are looking for a dynamic and skillful Project Coordinator who will be in coordinating the EPSA's Pharmaceuticals Supply Transformation Plan (PSTP) ongoing and strategic projects.

Scope of Work:

  • Apply project management knowledge, skills and tools to project activities to guarantee efficient and effective work plan monitoring, budget oversight and partner coordination.
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Develop project initiation documents, business cases, project charters, project management plans, project management tools, work performance data, work performance information, and lessons learned documents.
  • Assess and advice on any change requests.
  • Prepare formal proposal to modify any documents and deliverable and update project management plan and other documents accordingly.
  • Advice and implement approach to coordinating ongoing and planned projects.
  • Implement effective project management tools and techniques used to gather, integrate, and disseminate the outputs of project management processes.
  • Perform and regularly report on risk management approaches to minimize project risks.
  • Assess and advice on actions that are in compliance with EPSAs policies, plans, procedures, schedules and budget.
  • Map and address stakeholder needs and expectations.
  • Advice and resolve issues in a time efficient manner.
  • Allow EPSA to adapt project plans by identifying different opportunities and risks.
  • Manage the information flow between key stakeholders at EPSA including Deputy Director Generals and Directors   and advice this management group   on issues that will impact the successful completion of the different projects.
  • Support EPSA in the implementation of appropriate procurement policies and procedures.
  • Coordinate with all development partners supporting PSTP and other EPSA initiatives and provide an overview of ongoing support and funding gaps.
  • Prepare and provide monthly progress reports on implementation status and manage timelines and scope of different implementing partners.
  • Monitor all project timelines, their impact on EPSA performance, especially on the KPI’s.
  • Provide timely advice to EPSA management on any changes, decisions or policy actions needed.
  • Organize and minute PSTP partners coordination meetings, and follow up on agreed actions.
  • Any other duties as may be assigned by the Directors

Deliverable:

Towards the end of the assignment (one month to end date), prepare a comprehensive progress and final report with following key elements:

  • Road map implementation status.
  • Program Progress, challenges and adjustments.
  • Key achievements / deliverable / impact on KPIs
  • Sustainability and exit strategy
  • Constraints and critical issues
  • Lessons Learned
  • Way forward

Job Requirements

Qualifications:

  •  Experience in managing projects in systems strengthening and processes transformation.
  •  At least 6-year experience in project development and management.
  • Experience in monitoring, reporting, development and coordination in either public or private sector organizations is asset.
  • Experience in using project management information systems.
  • Experience in project and team management and skills development.
  • International experience or experience working with development partners within Ethiopia is added advantage.
  • Excellent written and verbal communication skills.
  • Excellent command of the English language.
  • Experience in the delivery of projects that specifically relate to system transformation.
  • Ethiopian national, with good understanding of Ethiopian health sector is preferred.
  • Excellent client-facing and internal communication skills.
  • Solid organizational skills including attention to detail and multitasking skills.
  • Knowledge of Amharic language.
  • Strong inter-personal skills and ability to work well in team across partners, USAID, Global Fund,  consultants, other donors and international organizations.
  • Written and spoken fluency in English.
  • Ability to travel up to 50% in country to support technical activities.
