Scope:
Under the supervision of the Field Coordinator and with the technical support from the CYPD Coordinator based in Addis Ababa, the CYPD Manager is responsible for supervising CYPD program activities in Shimelba, My-Aini, Adi Harush and Hitsats Refugee Camps. He/she ensured the linkages between the works of programs with logistics, finance and overall camp coordination activities. He / she also ensure the periodical monitoring of CYPD program activities; provide technical support to CYPD staff and enhance program integration both within the sector and with other IRC’s interventions/sectors as well as those implemented by other partner organizations. The CYPD Manager mentor and build the overall capacities of the CYPD team to ensure that staffs maintain high standards in the overall management of their respective program activities.
DETAILED RESPONSIBILITIES AND TASKS: The CYPD Manager have the following detailed duties and responsibilities.
· Enhance key linkages between the Education program activities with other IRC sectors such as Gender-based Violence, Environmental Health and Reproductive Health/HIV-AIDS; liaise routinely with the other Program managers/officers from the above departments to join efforts, and make IRC’s integrated intervention more effective.
· Build and maintain relationships with other sector managers to learn from their programs and identify approaches and strategies that can be translated into better results for child and youth programs
· Ensure that education programs are designed, implemented, monitored and evaluated in accordance with the agreed approaches, strategic action plans (SAP) and IRC standard policies and procedures. Assist the program officers in preparing budget tracking, spending and work plans.
· Supervise, monitor and oversee the management of the budgets are for the intended program activities and liaise with logistics and finance that all programs needed items (supplies) are requested on time and their timely delivery.
· Support in coordination efforts on RDPP implementation, monitoring and evaluation activities through closely working with the Livelihoods manager and officers responsible for the project.
· Mobilize and ensure the involvement of community members in the design, implementation, monitoring, review and evaluation of all education programs including RDPP livelihoods component.
· Support together with program officers and assistants the community leaders to build and maintain their capacities so as to respond adequately to the community in which they are serving and also to contribute to the fulfillment of all education including RDPP program activities.
· Work closely with all programs staffs and promote all learning centers including ECCD centers, FAL/ELIP centers, playing fields are all child and youth - friendly and safe environments where children and young people and the inclusion of vulnerable children, women and elderly, people living with disability and HIV/AIDS infected and affected are realized and motivated to participate.
· Support program staff in gathering reliable data on children and youth, elderly and disabled living in the camp, using Participatory Learning Assessment tools. Facilitate and ensure participatory needs assessments are properly conducted and the collected data are analyzed, utilized, properly documented and reported.
· In coordination with the program officers liaise with ARRA and other agencies that may operate in the camp to get involved and collaborate in the implementation of activities and solve challenges, conflicts and problems that arise in the camps.
· Coordinate meetings with various governmental and non-governmental organizations, in developing strategies, define and implement relevant activities in the protection of children and women from abduction, trafficking, sexual abuse and all forms of violence, through establishment of psycho-social support and awareness raising sessions with the community members in the camps.
· Establish and strengthen the information management systems, document and disseminate information to the CYPD team in Addis and other relevant staff.
· Guide the program officers and assistants in monitoring, reviewing and following up program activities; and make sure monthly, quarterly, semi-annual and annual reports are submitted on time.
· Provide a monthly summary update of CYPD programs including achievements, challenges and next steps with emphasis on planned verses achieved activities, budget utilization and procurement.
· Any other duties and responsibilities that can be given by immediate and technical supervisors.
KEY WORKING RELATIONSHIPS:
· The CYPD Manager will directly report to the Field Coordinator, with additional oversight from the CYPD Coordinator. The CYPD Manager will also closely work with the Livelihoods manager to be based in Shire and other CYPD technical team based in Addis.
WORKING ENVIRONMENT:
· The CYPD Manager will be based in the Shire Field Office, located in the Tigray Region with 75% travel to Shimelba, My-Aini, Adi Harush and Hitsats refugee camps.
Requirements
· MA/BA in Educational Development and Planning Management (EDPM); Development Management; Development Economics or related field of studies.
· 4 years for MA holders and 5 years for BA holders relevant experience in international NGOs preferably in refugee camps and at least one year of managerial experience
· Demonstrated ability and experience in working in an emergency and post emergency/recovery program.
· Project management experience.
· Proposal and report writing skills.
· Excellent representational skills.
· Strong organizational skills
· Proven management skills.
· Computer literate.
· Experience in working with multicultural and diversified workforce.
· Excellent communication and interpersonal skills.
· Proven ability to work under pressure and attention to details
· Knowledge of local language is an asset
