Under the overall guidance and direction of the Deputy Representative, the Incumbent is responsible for the internal and external coordination of the five-year multi-sectoral donor funded programme on Building Self-reliance amongst refugee and host communities.

UNICEF Ethiopia has been working in Ethiopia for the last 65 years supporting the national and regional efforts towards the progressive realization of the rights of children and women.

We do this by supporting the achievements of the Growth and Transformation Plan II as well as the Sustainable Development Goals (SDGs) through our programmes in Health, Nutrition, WASH, Child Protection, Education and Social Policy and Evidence on Social Inclusion.

In addition, UNICEF Ethiopia has been leading the support in humanitarian programmes relentlessly working towards responding to emergency needs.

How can you make a difference?

Summary of key functions/accountabilities:

1. Programme Coordination, Monitoring and Reporting

• Plan, manage and participate in monitoring and internal and external evaluation initiatives on UNICEF’s DFID programme on building self-reliance for refugees and host communities

• Ensure robust multi-sector coordinated planning - at macro and micro level- taking into account principles of results  orientation, value for money and establishing new  ways of working in linking development-refugee responses 
• Plan, manage and participate in programme reviews and annual reviews with government, UNHCR and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results

• Prepare regular monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve programme goals

• Monitor interventions to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant staff and external stakeholders for timely resolution (including bi-monthly reports for UNICEF Ethiopia’s Programme Management Team Meeting)

1. Prepare internal and external programme and donor reports and other programme and advocacy documents as required

•  Ensure quality reporting through documenting substantive policy advocacy and quantitative programme results 
• Provide support to Field Offices in the monitoring and reporting of the programme including demonstrating linkages between development programming supporting refugee service delivery needs

1. External Stakeholder Coordination and Communication

• Act as a focal point for programme related external stakeholder communication, in particular DFID (the donor), UNHCR, and the Ethiopian Government Agency for Refugees and Returnees Affairs (ARRA)
• Participate and/or represent UNICEF in DFID programme related coordination mechanisms
• Build and strengthen strategic partnerships through networking and advocacy with the Government, donors, UN system agency partners, and other stakeholders working on bridging parallel structures
• Provide support/ liaise with the UNICEF Ethiopia Media and External Relations Team to deliver on the programme’s visibility commitments
• Organize, document and participate in joint missions/ donor field visits as required

1. Any other duties assigned by the UNICEF Planning Specialist

To qualify as an advocate for every child you will have…

• An advanced university degree (Master's) in Social Sciences, Programme Management, International Relations, Development Studies, Humanitarian Affairs or a directly-related technical field(s) is required.
• A minimum of eight (8) years of relevant experience, at national and international levels, in the coordination and monitoring of large programmes, results-based management 
• Previous work experience in an emergency duty station/ context, in particular related to refugees and migration is considered an asset.
• Familiarity with bilateral development cooperation, in particular DFID is considered a strong asset
• Fluency in English (verbal and written) is required.
