Job Description

The National Democratic Institute for International Affairs (NDI) seeks to hire an experienced M&E Officer for its Ethiopia office. The position will be based in Addis Ababa and reports to the Resident Director.  The position will require limited and occasional travel within Ethiopia. The position is available immediately.

Primary Responsibilities:

  • Collect and record M&E data; guide program staff and partner groups in the accurate collection and reporting of M&E data.
  • Develop performance monitoring plans and work plans in close cooperation with program staff and the resident director.
  • Conduct or assist baseline assessments based on the project’s objectives.
  • Develop tools for collecting information necessary to monitor and evaluate program activities, such as surveys, interviews and focus groups; identify relevant secondary sources of information; train staff to use these tools/sources.
  • Ensure adherence to protocols on informed consent for data collection, where applicable.
  • Based on M&E data collected, prepare and submit regular reports in accordance with internal and donor reporting requirements.
  • Support report-writing with visualizations.
  • Assist program staff in identifying and highlighting achievements, outcomes and impacts.
  • Lead the execution of project learning agendas, including determining review questions and facilitating review sessions.
  • Coordinate with consortium partners to ensure accurate and timely data entry into shared indicator databases.
  • Train and assist local partner groups in data collection and reporting.
  • Prepare and conduct Data Quality Assessments.
  • Establish M&E protocols and procedures for the Ethiopia field office that comply with data quality and NDI standards.

Job Requirements

Qualifications:

  • Undergraduate degree in a relevant field of study; graduate degree preferred.
  • A minimum of four (4) years of professional experience in performance monitoring and evaluation.
  • Experience with USAID M&E systems and requirements.
  • Experience in results-oriented program design, strategic planning, and program evaluation.
  • Experience with designing and employing evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources.
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, partner groups, and donor organizations.
  • Exceptional analytical skills for interpreting complex program and political issues.
  • Superior oral and written communications skills in English to effectively present information in a clear and persuasive manner is required; professional fluency in Amharic required; knowledge of another major Ethiopian language desired.
  • Working knowledge of PC-based word processing and spreadsheet applications.
