ORGANIZATIONAL CONTEXT

Under the direct supervision of Senior Program Associate the job holder will contribute in implementating of the Fresh Food Voucher (FFV) Programme in three Woredas in the Amhara region: Habru, Dessie Zuria, Raya Kobo, Dawechefa, Mekdela, Kalu and Sekota Zuria woredas.

 

About Fresh Food Voucher Project

WFP has been implementing Fresh Food voucher project starting from 2018. the Fresh Food Voucher (FFV) Programme in three Woredas in the Amhara region: Habru, Dessie Zuria, Raya Kobo, Dawechefa, Mekdela, Kalu and Sekota Zuria woredas. The Programme focuses on households with pregnant and lactating women and/or children under 2 years of age (6 to 23 months).

The programme beneficiaries receive a voucher that can be used to purchase fruits, vegetables and certain animal source foods (such as eggs and milk). To ensure that the markets can respond to the increased demand, the FFV programme will actively engage with fresh food traders in the intervention areas. The FFV program will include a large behavioral component where beneficiaries will be given information about the importance of a diverse diet, along with other social behavior change communication (SBCC) initiatives such as practical demonstrations on the proper usage of nutritious foods.

Overall, the programme has two objectives. First, it aims to improve dietary diversity among children between 6 and 23 months of age and among pregnant and lactating women (PLW). The focus on these demographic groups is based on the now well-established theory on the importance of the 'first 1,000 days'.

 

JOB PURPOSE

This job is based in Dessie Sub-Office. The job holder is expected to take responsibility for executing a range of activities and result related monitoring that require some interpretation of standard guidelines/practices. He/she is responsible for coordinating and following up the overall monitoring of the FFV program implementation and performance focusing on the various result indicators and mandatory reporting requirements. To perform monitoring activities within a specific program area and provide reports to support the effective delivery of assistance Packages.

KEY ACCOUNTABILITIES (not all-inclusive):

 

  1. Collect data on a regular basis to measure achievement against the performance indicators of the FFV program
  2. Maintain and administer the M&E database; analyze and aggregate findings
  3. collect market prices on a regular basis, identify the impact of voucher assistance on local markets in the designated markets
  4. Conducts weekly market assessments to determine market demand and supply for different fresh food items
  5. Identifies market gaps, such as quality, quantity, type of commodities sold and price inflation and report to immediate supervisor 
  6. Undertake monitoring and surveys of the process and outcome of the SBCC approach
  7. Monitors that e-voucher transactions comply with standards and being documented properly by shopkeepers
  8. Monitors and collect beneficiary feedback on quality of service performance of shops by conducting surveys and focus group discussions with beneficiaries
  9. Conducts field visits and monitor process and quality compliance with set standards
  10. Coordinate and facilitate FFV surveys including Outcome PDMs
  11. Provide inputs, information and statistics for quarterly, annual and other reports to Sub-Office head and Nutrition Team at CO
  12. Assist the project personnel with M&E tools and in supporting them in their use
  13. Participate in annual project reviews and planning workshops and assist WFP in preparing relevant reports
  14. Receive and collate comments and feedback from cooperating partners and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations
  15. Contribute /provide technical support to the implementation of the FFV assessment, beneficiaries targeting, monitoring and evaluation
  16. Perform other related duties as required

Job Requirements

Education: Post-secondary certificate in statistics, Nutrition Science, Public health, social sciences and development.

Experience: Three years and Above work experience in related business stream particularly in monitoring & evaluation and data management in Nutrition program.

  • Experience on electronic/digital data collection, cash transfer programmes
  • Commitment to adhere humanitarian principles and Code of Conduct

Language: Fluency in English and Amharic.
