Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. Plan International has been building powerful partnerships for children for more than 80 years, and is active in 75 countries across the world. Plan International has a liaison office to the African Union (Plan AULO) based in Addis Ababa. Plan AULO Leads Plan International’s liaison engagement with the AU and other related continental institutions. It also implements continental projects and initiatives (mainly on policy implementation and influencing) in line with its strategic focus areas.
The Pan African State Accountability Project (PASAP) is a multi-partner, multi-level Pan-African project that runs from July 2019 to June 2024. It aims at sustainable impact on the realization of children’s rights in Africa by strengthening CSO’s institutional and technical capacity to hold States Accountable and effectively engage in child rights monitoring and advocacy at national, regional, sub-regional and international level. Currently bringing together three Plan International offices (AULO, RESA & WARO) and nine partners in Africa for the implementation of the project, the project is overall coordinated by Plan International AU Liaison Office, with three cluster Project Coordinators/Managers responsible for the day-to-day project implementation and monitoring of activities under the AULO, RESA & WARO clusters. The project is funded by the Swedish International Development Cooperation Agency (Sida) as part of a framework agreement with Plan International Sweden. The project will start its second phase of implementation in July 2019 and runs until June 2024.
Working in Plan International’s African Union Liaison Office (AULO), the PASAP Project Coordinator for the AULO cluster is responsible for the day-to-day implementation and monitoring of PASAP for the Plan AULO cluster, and facilitates partnership managements with the partners under the AULO cluster. Reporting to the PASAP Manager, the Project Coordinator-PASAP is responsible for:
- Coordinating the planning, budgeting, implementation, reporting on and monitoring of the activities under the AULO cluster of PASAP in collaboration with project partners and under the supervision of PASAP Manager.
- To capture and share the learning of the activities under the AULO cluster of PASAP and manage quality assurance in close collaborations with the project partners under this cluster.
- Coordinating the partnership and relationships as well as communications between the AULO cluster project partners and ensure quality partnership.
- Timely and reliable grants financial analysis for the AULO cluster of PASAP that leads to effective decision making by the Plan AULO and PASAP Manager.
Dimensions of Role:
- The Project Coordinator-PASAP is responsible for planning, budgeting managing and monitoring the day to day PASAP project implementation for the AULO cluster partners; including directly implementing activities by Plan AULO and closely monitoring the implementation of activities by partners under the AULO Cluster. S/he will actively facilitate relationships among stakeholders and partners in the project. S/he oversees interns and consultants hired to support PASAP work, particularly under the AULO cluster.
- S/he will work under the supervision of the PASAP Manager and in close collaboration with Project responsible people for the WARO & RESA clusters of PASAP to ensure the project is timely implemented and monitored.

High quality and timely narrative and financial reports prepared
- Project implementation, monitoring and evaluation;

- Coordinate learning and communication under AULO cluster, and facilitate cross-cluster learning and communication with RESA & WARO cluster;
- Ensure strong liaison with Plan International AULO, RESA, WARO and SNO;
- Raise the profile of the project within and outside Plan and partner organisations.
Key End Results
- Delivery of PASAP outcomes for the AULO cluster in line with donor requirements and commitments in a manner that commensurate with a collaborative approach required with the different stakeholders;
- Efficient partnership management that leads to a dynamic cooperation and synergy within the AULO cluster, the wider PASAP stakeholders and beyond.
Monitoring, Evaluation and Knowledge Management:
- Monitor the delivery of AULO cluster activities of PASAP based on agreed upon performance indicators to ensure quality implementation;
- Lead and ensure that partners under the AULO cluster deliver their assigned activities in a synergistic manner and achieve the projects’ objective;
- Support Plan and its partners under the PASAP AULO cluster with monitoring, evaluation, learning and Knowledge Management processes on PASAP;
Partnerships and External Relationships
- Contribute to Plan’s Pan-African/Regional partnership development, engagement and management;
- Participate in Pan African, some RO and CO Networks, Platforms and meetings with the AU, pan African, RO and CO organizations, UN and governmental bodies as appropriate in relation to delivery of the project;
- Play active role in the facilitation of relationships among partners under the PASAP AULO cluster;
- Raise the profile of the project within and outside Plan and partner organizations.

Job Requirements
Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:
Educational Qualification, Experience and Knowledge
- Master’s Degree in Social Sciences, Developing Studies or related fields, or a bachelor’s degree in the same fields with 7 years relevant work experience
- Experience in managing projects, including budget management and timely production of accurate narrative and financial reports is essential
- Very good knowledge and experience of Pan-African child rights/human rights instruments and mechanisms, the operating environment and political climate
- Very good understanding of, or experience in, implementing and monitoring child rights/human rights in a Pan Africa context, including very good knowledge and experience of work related to the, African Charter on the Rights and Welfare of the Child (ACRWC) and its mechanisms, African Charter on Human and Peoples Rights (ACHPR) and its mechanism and other relevant human rights instruments and mechanisms
- Good planning and prioritization skills
- Demonstrated ability to network and liaise with CSO, Youth/girls led organizations, regional bodies
- Excellent written and spoken English
Skills Specific to the Post
