Production of a Communications Material on the ‘Equal Employment Opportunity for People with Disability’ intervention implemented by Enterprise Partners and the  Ethiopian Centre for Disability and Development Association

BACKGROUND

DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded Enterprise Partners (EP) which aims to support and transform the private sector and Ethiopia’s continued economic growth over seven years with a £15m grant fund.

EP is utilising the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.

The EP pillars are:

The Finance Group aims to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment. It also includes technical assistance facility to participating financial institutions for two WB-led initiatives, aiming to improve access to finance to SMEs with particular focus on SMEs engaged in manufacturing/agro processing/tour/construction sector and SMEs whole or partly owned by women[1]

The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment. 

The ‘Equal Employment Opportunity for People with Disability’ intervention

The purpose of this intervention is to increase employment opportunities for persons with disabilities at Hawassa, Mekele and Kombolcha Industrial Parks. The technical service will be provided by Ethiopian Centre for Disability and Development (ECDD), an Ethiopian civil society development organization. The main activities include 1) identifying organizations of persons with disabilities (DPOs) and build capacities of DPOs;  2) identify, screen and allocate jobseekers with disabilities into IPs;  3) follow-up with workers with disabilities who are employed; 4) provide disability awareness training to screeners and graders, HR personnel, and other relevant government stakeholders; 5) conduct accessibility audits in the three IPs and IPDC building together with technical support for accessibility modifications.

Background specific to this assignment

In order to document and disseminate the results achieved and learnings gained from the intervention, EP is hiring a communications company or individual professional to produce a communications material (booklet). The booklet will be 10-15 pages and will be brief but comprehensive in its presentation of the main activities, learnings and results of the intervention. The communications company or professional will work closely with EP and will be provided with the following literatures on the intervention to carry out desk review:

A.    Baseline assessment conducted by ECDD

B.   Accessibility Audits by ECDD of three IPs (Hawassa, Mekele and Kombolcha)

C.   Intervention progress report by EP

D.  Intervention implementation reports by ECDD

E.  Case study

 PURPOSE

The purpose of the assignment is to produce high-quality, attractive, engaging and informative communication material that can communicate the activities, results and learnings from the “Equal Employment Opportunity for People with Disability” intervention to a range of audiences including Ethiopian government, donors, foreign investors, organizations of persons with disabilities, etc.    

 SPECIFIC TASKS

The communications company will review the literatures listed above and meet with the relevant EP team members in order to understand the project and their communication needs. Specific tasks include:

  1.  Desk review of the provided literatures to understand the intervention and to inform content development for the communication material
  2.  Draft content (in English) as well as carry out graphic design and layout of the communication material
  3.  If photographs to be supplied by EP are not of adequate quality, the professional will need to take additional pictures to be used in the booklet
  4. Finalize the communication material and submit a high-resolution print-ready version to EP by 01 March

 DELIVERABLES

The company/individual will work to develop and submit content for the communications material, design and layout as well as high quality pictures (if any taken). A final, edited, print-ready version of the communications material will be the key deliverable of this assignment.


Job Requirements

COMPANIES/PROFESSIONALS REQUIRED

  • The assignment requires a company/professional with at least 5 years of experience in developing communications materials and specifically designed publication development.
