Roles & Responsibilities:

The Emergency Response Team Leader will provide and surge capabilities to support the overall planning and implementation of the emergency response and disaster risk reduction ambitions of the Ethiopia Country Programme. She/he will contribute to the delivery of the emergency preparedness and response ambitions of Ethiopia country programme in a timely, efficient, effective and coherent manner. She/he will be required to support the implementation of the emergency response project at field level, including providing advice, analytics and contributions to multi-sectoral emergency response operations at Area Office level to ensure effective response.

Generic responsibilities

  • Strengthen current and establish new emergency response activities and rapid response in Ethiopia
  • Initiate rapid responses with a strong protection lens and ensuring beneficiary feedback mechanisms is set up 
  • Ensure the adoption of humanitarian standards and cluster guidelines
  • Contribute to emergency project proposals, reports and technical and financial documentation for submission to donors, internal and other external requirements
  • Maintain an overview of the national context with a view to the strategic development of new projects.
  • Continuously monitor and analyze potential emergency situations and lead RRT in conducting assessments of hard to reach areas with a view to implement emergency response
  • Ensure that regular monitoring and evaluation assessments against project objectives are conducted

Specific responsibilities

  • Deployment to Area Offices and other locations affected by crisis in Ethiopia to assist in rapid emergency response.
  • Coordinate with local and regional government authorities, UN agencies, donors, NGOs and regional organizations.
  • Support in the forecast and monitoring the implementation of minimum/ enhanced preparedness, early action, and emergency response.
  • Support in the preparation of project-based emergency response plans, including work plan, budget revisions and requests for resources, staffing, etc
  • Support in the management of accurate and timely emergency information and reporting to enable informed decision-making and consistency of information presented to a wide range of stakeholders.

Job Requirements

Generic professional competencies

•        Experience in emergency shelter project implementation position in a humanitarian/ recovery context

•        Previous experience from working in complex and volatile contexts

•        Documented results related to the position’s responsibilities

•        Knowledge about own leadership skills/profile

•        Fluency in English, both written and verbal, and one local language

Specific skills, knowledge and experience

•        University degree in International Affairs, Social Sciences or other field relevant to international development assistance, or Diploma with additional years of related work experience and/or trainings/courses.

•        Minimum 5 years’ experience from working with disaster management in a humanitarian/ recovery context.

•        Previous experience from working in complex and volatile contexts

•        Documented results related to the position’s responsibilities

•        Knowledge about own leadership skills/ profile

•        Fluency in English, both written and verbal.

Context related skills, knowledge and experience (shall be adapted to the specific position):

•        Knowledge of the context in Ethiopia.

•        Knowledge of at least one local language is an added advantage.

•        Experience with start-up, exit or similar.
