John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.
JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.
The Implementation Director is a senior member of the implementation team. He/she reports to the Deputy Chief of Party/Technical Director and leads multiple software implementation teams across activities. They are responsible for project management, team management and quality of software being developed and deployed. The Director, along with other team members, is responsible for generating timelines, prioritizing activities, finding cost effective ways for implementation, while ensuring projects meet the needs of the client organizations. He/she is responsible for ensuring the smooth running of activities and compliance with JSI policies and regulations.
Responsibilities:
Specific responsibilities of the Implementation Director will include, but is not limited to the following:
- Strategize, Develop and enforce successful implementation life cycle across multiple functions in an organization in order to effectively execute the technical systems, software and hardware solution.
- Provide the management strategy for the implementation life cycle within an organization using OKR framework.
- Formulate and publish a road-map of the technical systems, software and hardware solution implantation plans company-wide on a quarterly basis.
- Provide technical support to the project team, manage project risks and ensure that new technical systems, software and hardware solutions are implemented successfully.
- Maintain all project plans, ensure compliance to time-frame and collaborate with different stakeholders for all implementation processes.
- Collaborate with all cross-functional team members/system owners to accomplish required tasks and provide project updates.
- Convey timeliness, deliverable, risks, delays and impacts to project team members and lead teams as required.
- Anticipate delays and initiate plans and alternative solutions.
- Ensuring technical systems, software and hardware solutions is implemented within contractual obligations and regulatory requirements.
- Manage a team of implementation managers, supervisors, and coordinators that are responsible for the implementation of technical systems, software and hardware solutions.
- Oversee and support multiple implementation projects.
- Work with implementation team members to organize training, supportive supervision visits and any technical assistance needs.
- Provide day to day and strategic leadership to the implementation team.
- Apply expert knowledge of the implementation and large project process, providing strategic direction, making decisions and solving complex problems.
- Allocate resources based on project demand, proactively lead the identification and design & implementation of process improvements.
- Create and maintain a highly skilled team of implementation specialists through coaching, mentoring and providing them with the necessary support to help them achieve implementation goals set.
- Actively engage with scoping & estimating activities, which includes providing resource estimates that represent the level of effort required to support the projects/initiatives.
- Manage team allocation by ensuring that each associate has a manageable workload and reallocating resources as needed.
- Cultivate open communication with FMOH and its agencies, in an effort to identify opportunities to improve processes and methodologies.
- Prepare and deliver written team member performance reviews in accordance with company policy.
- Carryout administrative requirements such as settling travel advances, submitting required status reports, and timesheets in a timely manner.
- Participate in meetings/workshops as requested.
- Providing all support to the team using a servant leadership style whenever possible, and leading by example.
- Prepare timely reports to the Deputy Chief of Party on activity status and issues.
- Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's polices on fraud management
- Perform other duties as assigned.
Qualifications:
Applicants for this position should possess the following qualifications:
- Master’s degree in relevant discipline (Computer Science, Information Systems, etc) is required.
- Minimum five years of experience working on electronic Information System activities is required.
- Have experience of working in Senior Project Management level managing multiple information system project.
- Experience with managing company strategies using the OKR framework.
- Knowledge and experience with widely successful Agile/Scrum frameworks.
- Knowledge and experience on Scrum Rituals, User Stories, ATDD, TDD, BDD, Continuous Integration, Pairing and Automated Testing processes.
- Must have a deeper technical knowledge on the latest project management methodologies and communication tools like JIRA, Trello, Blink, Slack, Box.
- Must have exceptional organizational skills, is able to detect potential issues and implementing solutions when issues threaten to delay the timeline or impact budget or business operations.
- Previous implementation and project management experience is required.
- Must have solid organizational skills including attention to detail, multi-tasking and the ability to be innovative.
- Proven experience working with senior government officials is required.
- Experience in logistics/supply chain management and/or public health commodities management is desired.
- Experience working on implementation of health data capturing tools is a plus.
- Knowledge of the business processes of the Federal Ministry of Health and its agencies, at all levels, is desired.
- Strong project management and time management skills; highly organized and detail-oriented.
- Strong representational and interpersonal skills.
- Strong problems solving skills to remove barriers to progress and productivity.
- Excellent written and verbal English; proficiency in Amharic.
- Demonstrates professionalism at the workplace including but not limited to timeliness to work, personal hygiene and appearance, meeting commitments and communication.
- Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work.
